City of Macomb City Council met Feb. 7.

Here are the minutes provided by the council:

The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.

PLEDGE Mayor Mike Inman called the meeting to order and the Pledge of Allegiance was led by Boy Scout Troop #315.

ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz, Tammie Leigh Brown-Edwards and Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker, City Attorney Lisa Scalf were present. Also, in attendance, PW Director Alice Ohrtmann, CDC John Bannon and Transit Director Miranda Lambert. City Treasurer Ronald Ward was absent.

MOMENT OF SILENCE Mayor Inman called for a moment of silence in honor of former Circuit Clerk of McDonough County, Mary I. Small.

PROCLAMATION BLACK HISTORYMONTH Mayor Inman issued a proclamation honoring Black History Month. In attendance, and on behalf of the NAACP, were Byron Shabazz and Devon Bradley (BMAN) to accept.

SWEAR IN POLICE OFFICERS City Clerk Melanie Falk swore in the following Police Officers to the Macomb Police Department: Renata Sturlic, Curtis Bedwell, and Caitlin Lovell. Police Chief Jerel Jones introduced the Officers.

CONSENT AGENDA ADOPTED Alderman Moon moved, seconded by Alderman Koch to accept the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

PUBLIC COMMENT None

City Attorney Lisa Scalf presented the following ordinance for first reading:

AN ORDINANCE TO AUTHORIZE THE CITY OF MACOMB TO SELL SURPLUS REAL ESTATE

AUTHORIZE DEMOLITION UP TO 12 ADDITIONAL PROPERTIES Alderman Vigezzi moved, seconded by Alderman Koch to authorize the demolishing up to (12) additional abandoned properties with the remaining funds from the Strong Communities Program grant, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE REMAINING DCEO FUNDS LEAD REPLACEMENT PIPE SOUTH DUDLEY Alderman Moon moved, seconded by Alderman Koch to authorize utilizing the remaining Department of Commerce and Economic Opportunity grant funds for the Dudley Street water main replacement project to replace lead pipe services from the curb stop to the houses on Dudley Street, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE EXECUTIVE MINIUTES TO REMAIN CLOSED Alderman Vigezzi moved, seconded by Alderman Wynn to approve the executive session minutes that needs to remain closed, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AWARD BID REPAINT POOL MUSCAT PAINTING $24,878.00 Alderman Vigezzi moved, seconded by Alderman Koch to award the bid for repainting Glenwood Park Pool to Muscat Painting & Decorating in the amount of $24,878.00, on question being put, Aldermen Katz, Wayland, Vigezzi and Koch voting “Aye” on roll call, Aldermen Moon and Wynn voting “Nay” on roll call and Alderman Brown-Edwards “Abstaining” on roll call, Mayor Inman declared the motion carried.

APPROVE AMENDMENT TO DURHAM AGRMT DRIVECAM ON CITY BUSES Alderman Vigezzi moved, seconded by Alderman Katz to approve an amendment to the Professional Services Agreement between the City of Macomb and Durham School Services for the installation of DriveCam on city owned buses, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Moon and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AUTHORIZE (1) YEAR EXTENSION WRDR, LLC AUDIT FIRM Alderman Moon moved, seconded by Alderman Wynn to authorize a one (1) year extension with Wermer, Rogers, Doran and Ruzon, LLC for the City of Macomb’s audit, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPOINTMENTS 2022 HERITAGE DAYS COMMITTEE Alderman Vigezzi moved, seconded by Alderman Wynn to concur with the appointments to the 2022 Heritage Days Committee: Jock Hedblade, Jan Armstrong, Beci Steelman, Dana Moon, Dustin Berg, Julie Eggleston, Justin and Amy Royer, Larissa Berg, Lin Stults, Neil Armstrong and Nick Katz, all Aldermen voting “Aye” by voice vote, Mayor Inman declared the motion carried.

COUNCIL ADJOURNMENT There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Koch to adjourn the meeting, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:59 p.m.
