City of Dallas City Council met March 9.

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Shasta Heidbreder, Gary Smith, and Mariah Wallace.
A motion was made by McDowell, and 2nd by Newberry to accept the minutes of the February 23, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Shasta Heidbreder informed the council that they are planning to have a youth archery shoot during the city celebration this summer. She asked if this would be a problem with the city. The council has no problem with this taking place but informed her that she would need to contact the Dallas City Park District to get their approval to have it at the recreation park.
Anne Thompson discussed the problem of loose dogs running around town. She would like for the city to put a copy of the leash ordinance on the city's website. The city clerk will do this.
Police Chief Gary Smith gave his report for the month of February. None of the participants, including our two candidates, passed the Power Test on February 26. Our two candidates are scheduled to re-take the test on March 26.
Commissioner Newberry discussed a resident that has been getting a bill from Waste Management for his old trash container. The resident needs to contact Waste Management to get this resolved.
Navy officer George Price, who has been considered Missing In Action for several years, has been identified, and will be buried at Harris Cemetery on May 4, 2022.
The EPA has stopped the contractors that were working on tearing things out of the old high school building. The contractor is working on getting an EPA inspection so that they can begin tearing things out again.
The city attorney apologized for not being able to attend a meeting for so long. She has been battling health issues, but her doctor feels that they have discovered the problem and started her on the needed medication. She reported that she has spoken to the IEPA regarding the burn pile at the old sewer plant. A representative from the IEPA is planning on coming to town at the end of March to look at the burn pile.
The city attorney also reported that we have an agreement from the Hancock County Trustee regarding the buildings at 386 Oak Street and 396 Oak Street. A court date has been set at which time the judge will be asked to give the city a judicial deed. The property would then be deeded over to the city. The city would then have to pay for the costs of demolition, but will be able to place a lien on the former property owner's other properties. The city attorney is hoping to have the judicial deed by the end of April.
Discussed the Snow Emergency Route ordinance. Due to a misunderstanding, the city attorney is going to have to make a change in the proposed ordinance that she had drawn up. She will have the corrected version of the ordinance ready for our next meeting.
Discussed getting a secured judgment against the current owner of the old high school building that would require the owner to demolish it. Also discussed the old Legion Hall building. The final court hearing is scheduled for the end of April for this property.
Discussed a landlord that has refused to provide water service to the tenant.
Discussed residents that have been having a problem with a residue coming from their water. Dallas Rural Water District will be contacted regarding this.
Mayor Six discussed a Hancock County Mayors meeting that he recently attended. There is a concern regarding the latest census figures and the possibility that the official figures of the latest census report are understated in Hancock County.
A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
