City of Dallas City Council met Feb. 23.
Here are the minutes provided by the council:
The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Tracy Markey, Doug Erickson, Paul Koscielski, and Gary Smith.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the February 9, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
Tracy Markey reported that a water leak had been found and repaired recently. He has also made a few minor repairs to a couple of lift stations.
Anne Thompson complained about the city attorney not being at a council meeting for so long. Mayor Six is planning on talking to the city attorney this week about this.
Doug Erickson reported that he is planning on meeting with TEST Inc. representatives to go over the Facility Plan for the lift stations to see if any changes need to be made. He also discussed water mains that need to be replaced.
Paul Koscielski appeared on behalf of QFB Energy. The city's current electricity contract is expiring this month. He reported that energy prices have increased since the last contract went into effect. Due to energy prices being very high right now and this time of year usually being the time of year that prices are at the highest, he recommended that the city do an Index Adder for a few months and then get price quotes again in a few months when hopefully prices will be lower. He presented the council with the following bids for an Index Adder:

MidAmerican Energy $0.00850
Homefield Energy $0.00700
Constellation $0.00941
A motion was made by Northup, and 2nd by Newberry to sign a 36 month contract with AEP Energy for an electricity Index Adder at $0.00633. McDowell, Newberry, Northup, Olson, and Six AYE.
Police Chief Gary Smith reported that the gutters have been installed on the garage at the city hall/police station. He also reported that the stopsticks have arrived. The new police officers are scheduled to take a test this week and a weapon class the first week in March.
Discussed the work being done at the old high school building. It appears that the current owner of the property might be going to have most of the building tore down.
Discussed the recycling bin. It appears that there might be some garbage being put in it.
Discussed vacant houses that have the water on and, therefore, are being charged for garbage service also.
Mayor Six read a letter from the Illini West After Prom Committee requesting a donation for the 2022 Illini West Post Prom Celebration. A motion was made by Northup, and 2nd by Olson to donate $325 to the Illini West After Prom Committee. McDowell, Newberry, Northup, Olson, and Six AYE.
A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
