City of Dallas City City Council met April 13.

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Ronald Sell, Doug Erickson, Tracy Markey, Gary Smith, and Mariah Wallace.
A motion was made by Olson, and 2nd by McDowell to accept the minutes of the March 23, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Ronald Sell asked about the possibility of getting city water and sewer for the 3 houses/cabins that are located on West First Street, east of Spruce Street. This was previously discussed approximately 18 years ago, but nothing was ever done. The necessary permits that were obtained 18 years ago have expired and can not be used now. This will be discussed more at the next meeting.
Discussed the driveway at the sewer lagoon. It is getting in bad shape due to the weight of the trucks that are dumping into the lagoon, and appears to need to be repaired or replaced.
Doug Erickson reported that a $1400 Motor Fuel Tax Resolution needs to be passed for 2021 due to the fact that the 2021 Motor Fuel Tax expenses exceeded the original resolution. A motion was made by McDowell, and 2nd by Olson to pass a Motor Fuel Tax Resolution for Maintenance in 2021 in the amount of $1400. McDowell, Newberry, Northup, Olson, and Six AYE.
Mr. Erickson also reported that the surveying activities for the next sewer project should be starting next month. He also asked that a representative from the city meet with a representative from Benton & Associates fairly soon to check the city streets and determine which ones need oiled and chipped this year.
Police Chief Gary Smith gave his monthly report for March 2021. Officer Foster will be attending a Breath Analsis Operator Course next month. The In-Car and Hand-Held Radar Units were recently recertified. The 2021 In-Car Camera Report has been completed and submitted to the ILETSB. Chief Smith is scheduled to assist the Illini West High School World Conflicts Class at the Hancock County Gun Club Range on May 6. The city's two new part-time police officer candidates have both passed their Power Test.
The contractor has gotten the city's new generator. He is now working on getting everything set up with the electric and gas companies so that it can be installed.
Mayor Six discussed the fence on the east side of the lot at the Dollar General Store. The majority of this fence has fallen completely, or partially, over. The store manager has informed the mayor that the city needs to register a complaint if they want something done about it. The mayor has had the city clerk draw up a written complaint. Mayor Six has signed the complaint and given it to the store manager. In the complaint, the city is offering to create a gravel drive into the east side of the store's parking lot from Palm Street and then oil and chipping it this summer. Mayor Six has not heard back from them yet.
The city attorney reported that the following court dates have been set regarding properties in town:
April 14 – Hagy's Building at 386 and 396 Oak Street
April 25 – Old Legion Hall Building at 57 East Fourth Street
May 12 – Old High School Building
Discussed what is left of the old asphalt pile by the recycling bin.
Discussed possible uses of the American Rescue Plan Act funds that the city has received. Discussed pot holes in front of the post office. This is the responsibility of the State of Illinois.
Commissioner McDowell discussed the stone to make a flower bed around the flag pole at the city hall. It appears that the cost for the stone to make a wall 8 foot in circumference around the flag pole is approximately $1200-$1500. A motion was made by McDowell, and 2nd by Olson to purchase the stone to make a flower bed, 8 foot in circumference, around the flag pole at the city hall. McDowell, Newberry, Northup, Olson, and Six AYE.
Marilyn Hull has notified Mayor Six that she is no longer going to be able to do the flowers around the “Welcome to Dallas City” sign by the Dollar General Store. Sally Six has agreed to do it. The council would like to “THANK” Marilyn Hull for her many years of taking care of these flowers.
Discussed the portion of property taxes that goes to the Lomax Ambulance Service. Discussed getting some cold patch and start filling pot holes.
Discussed the removal of the water and sewer lines to the water and sewer mains from the buildings that are being planned to be demolished.
Discussed making an ordinance to make parking restrictions on Oak Street between Third Street and the railroad crossing when there is 2” or more of snow. A motion was made by Olson, and 2nd by Newberry to pass Ordinance #669, an Ordinance Establishing Snow Emergency Measures. McDowell, Newberry, Northup, Olson, and Six AYE.
Discussed proposals from Land & Water Vegetation Control LLC to perform vegetation control along Highway 9 & Oak Street, both cemetery fences, the guard rails west of the old high school and along First Street, the city maintenance building, the boat ramps, and the gravel areas at the sewer lagoon. The proposed cost is $1,030. A motion was made by Northup, and 2nd by Olson to accept the proposals from Land & Water Vegetation Control LLC for the price of $1,030. McDowell, Newberry, Northup, Olson, and Six AYE. It was also decided to see what it would cost to have the area around the recycling bin, and Walnut Street between West Second Street and the railroad sprayed.
A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
