City of Dallas City City Council met June 8.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Ron Sell, Mike Clanton, Terry Brewer, Shasta Heidbreder, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the May 25, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Anne Thompson asked about the hearing that was scheduled to be held last week regarding the old high school property. The council has not heard anything from the city attorney regarding this.

Ron Sell asked some questions regarding the running of water lines from a city water main. The council explained to him the procedure that needs to be done in order to tap into a city water main. Mr. Sell also asked about the procedure with easements. The council explained to him that this was a legal issue between himself and the property owner(s) that he needed to get an easement from.

Mike Clanton and Terry Brewer asked about the water situation at their properties. The city engineer is suppose to be checking on this, but he was not able to attend the meeting due to an illness in the family.

Shasta Heidbreder updated the council on the youth archery event that the Dallas City PTO is sponsoring during the city celebration in July. They have been working on getting sponsors for the event and collecting donations to pay for the cost. They are $200 short of what they need for their expenses. A motion was made by Northup, and 2nd by Olson to donate $200 to the Dallas City PTO for the youth archery event. McDowell, Newberry, Northup, Olson, and Six AYE.

Commissioner McDowell reported that she is going to try and get the flowers and landscaping work around the flag pole at city hall done next week. A motion was made by Newberry, and 2nd by Olson to pay for the flowers and landscaping work being done around the flag pole at city hall with money from the Beautification Fund. McDowell, Newberry, Northup, Olson, and Six AYE.

Commissioner Newberry discussed the weeds at the old high school. This property is on the list of nuisance violations that the city attorney is sending letters to the property owners.

Discussed having a clean-up weekend. It was decided to see how things seem to be going with the pick-up of one large item per month with the current residential garbage service. If it appears there is a need to still have a clean-up weekend this fall, it will be discussed.

Discussed trees that need to be trimmed.

Commissioner Northup has spoken to Tom Maynard about possibly bringing his trailer and leaving it by the recycling bin for residents to get rid of old appliances and other metallic items. Mr. Maynard informed Commissioner Northup that he would be willing to do this. The council does not have a problem with this being done. Commissioner Northup will contact Mr. Maynard to get this set up and to find out when, and how often, he would like to do this.

Discussed the city's payroll period. Currently, the payroll period for employees that are paid on a hourly basis ends on the second and fourth Mondays of each Month. They are then paid on the Thursdays following the second and fourth Mondays. The employees that are paid on a salary basis are paid on the Thursday following the fourth Monday of each month. With the current payroll period, there are approximately four pay periods per year that are a three week period. A motion was made by Newberry, and 2nd by McDowell to change the city's payroll period to Bi-Weekly. The pay period for employees paid on a hourly basis will end every other Monday, beginning with the two week period that ended on June 6, 2022. The employees will receive their checks on the Thursday following the end of the pay period. Employees that are paid on a salary basis will be paid on the Thursday following the last pay period of the month. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the Hancock County Economic Development dues that are due. This year's dues are $1,332.45. A motion was made by McDowell, and 2nd by Newberry to pay the Hancock County Economic Development $1,332.45 for yearly dues. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:26 p.m.
