City of Macomb Committee of the Whole met May 9.

Here are the minutes provided by the council:

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Michael Inman called the meeting to order.

Deputy Clerk Renee Lotz called the roll and the following were present: Aldermen Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz and Dennis Moon. Alderman Tammie Leigh Brown-Edwards was absent.

In addition to the Mayor Deputy City Clerk and Aldermen, City Attorney Lisa Scalf and City Administrator Scott Coker were present. Also, in attendance were; Public Works Director Alice Ohrtmann, Community Development Director John Bannon and Police Chief Jerel Jones.

PROCLAMATION: Mayor Inman read a proclamation in recognition of the “Turquoise Takeover Week” bringing awareness of the American Lung Association’s lung cancer screening for early detection of lung cancer. Present to receive the proclamation were Nikki Duffy and Chris Adams of the McDonough County Health Department.

Public Comment. None

The first item on the agenda for discussion was on an ordinance to create a Class D liquor license for VBR Enterprises, Inc. d/b/a Nelson’s Clothing. This ordinance had first read last Monday night. There was no discussion and Mayor Inman stated the ordinance would be placed on the agenda for second reading and final action at Monday night’s council meeting.

The second item on the agenda for discussion was on an ordinance authorizing the establishment of Tax Increment Financing “Interested Parties Registries”. This ordinance had first read last Monday night. There was no discussion and Mayor Inman stated the ordinance would be placed on the agenda for second reading and final action at Monday night’s council meeting.

CDC John Bannon explained that the ordinance was by law, compliance in the creation of a new TIF district. The Downtown TIF has expired. Pursuant to Section 11-74, 4-4.2 of the TIF Act, the City is required to establish certain “Interested Parties Registries” and adopt Registration Rules for such registries for its proposed Macomb Downtown East-Side Tax Increment Financing District.

Alderman Tammie Leigh Brown-Edwards arrived at 5:21 p.m.

On a motion being made, Alderman Vigezzi moved, seconded by Alderman Wynn to adjourn into executive session to consider information that was relative to: a.) Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2 (c)(1) of the Open Meetings Act., on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned into executive session at 5:22 p.m.

Alderman Vigezzi moved, seconded by Alderman Wynn to move back into open session, all Aldermen voted “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned back into open session at 6:02 p.m.

There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Wayland to adjourn the meeting, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 6:02 p.m.
