The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.
PLEDGE
Mayor Mike Inman led the Pledge of Allegiance.
ROLL CALL
City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz and Dennis Moon. Six Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. Also present at the meeting were; Police Chief Jerel Jones and Business Office Manager Kerry Rhoads. Alderman Tammie Leigh Brown-Edwards and City Treasurer Ronald Ward were absent.
PROCLAMATION MACOMB BEAUTIFUL ASSOCIATION 50TH
Mayor Inman read a proclamation in honor of Macomb Beautiful Association’s 50h Year of serving Macomb area in tree and flower plantings in areas of the city. Members present to receive the proclamation were Barb Knox, Sharon Lindahl and Penelope Yunker.
PUBLIC HEARING
Mayor Inman opened a public hearing at 5:18 p.m. to consider a liquor license submitted by VBR Enterprises, Inc. DBA Nelson’s Clothing for a Class D Liquor License at 104 N. Side Square. Mr. Ian Nelson was present to explain the operations primary purpose of the Class D Liquor License for his clothing business; to enhance and facilitate clothing sales. This bar will not exist to be “a bar” that would be open with regular hours and an on-staff bar tender. Drinks would be provided and sold for the prime purpose of facilitating clothing sales. Business hours Monday through Friday 10:00 a.m. to 5:30 p.m. and Saturday, from 10:00 a.m. to 4:00 p.m. No one spoke in favor or opposition of the license. Mayor Inman closed the hearing at 5:20 p.m.

AUTHORIZE STANDARD ALLOWANCE ARPA FUNDS
Alderman Vigezzi moved, seconded by Alderman Moon to authorize proceeding with a one-time irrevocable selection of the “Standard Allowance” for the American Rescue Plan Act (ARPA) funds, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.
APPROVE ARPA FUNDS DISTRIBUTION
Alderman Vigezzi moved, seconded by Alderman Koch to approve the following distribution list to utilize the American Rescue Plan Act (ARPA) funds: $390,000.00 Employee Bonus/Hazard Pay, $350,000.00 Residential Façade Grant, $60,000.00 Thorpe & Piper Parks, $50,000.00 Local Non-Profit Grant, $25,000.00 Small Business Competition, $1,494,642.02 Public Works Projects, on question being put, Aldermen Wynn, Koch, Katz, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

Alderman Koch moved, seconded by Alderman Vigezzi to waive the second reading of the ordinance, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried.
APPROVE ORDINANCE NO. 22-21
Alderman Moon moved, seconded by Alderman Vigezzi to create a Special Event Liquor License for the Macomb Area Convention and Visitor’s Bureau’s Heritage Days Event, on question being put, Aldermen Koch, Katz, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 22-21.

Alderman Moon moved, seconded by Alderman Katz to approve a 2 ½% cost of living increase for the City of Macomb regular full-time and regular part-time personnel and a one-time $2,500.00 net bonus for City of Macomb regular full-time personnel and a one-time $250.00 net bonus for City of Macomb regular part-time personnel effective May 1, 2022, on question being put, Aldermen Katz, Moon, Wayland, Vigezzi, Wynn and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.
APPROVE END OF YEAR TRANSFERS FY 21-22
Alderman Vigezzi moved, seconded by Alderman Koch to approve the end of year transfers for fiscal year 2021-2022, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch and Katz, being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.
RATIFY AGREEMENT ILLINOIS FOP LODGE #189
Alderman Moon moved, seconded by Alderman Vigezzi to ratify the collective bargaining agreement with the Fraternal Order of Police Lodge No. 189, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.
RATIFY AGREEMENT TEAMSTERS LOCAL #627
Alderman Vigezzi moved, seconded by Alderman Wynn to ratify the collective bargaining agreement with the Teamsters, Chauffeurs and Helpers Local Union No. 627, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.
EXECUTIVE SESSION
Alderman Vigezzi moved, seconded by Alderman Koch to adjourn into executive session to consider information relative to; c). The purchase or lease of real property for the use of the public body, pursuant to Sec. 2(c)(5) of the Open Meetings Act., on question being put, Aldermen Wynn, Koch, Katz, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and they adjourned into executive session at 5:41 p.m.
OPEN SESSION
Alderman Vigezzi moved, seconded by Alderman Katz to move back into open session, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they moved back into open session at 5:55 p.m.
COUNCIL ADJOURMENT
There being no further business to come before the council, Alderman Vigezzi moved, seconded by Alderman Wynn to adjourn, all Aldermen voting “Aye” by voice vote, Mayor Inman declared the motion carried and they adjourned at 5:55 p.m.
