1. Minutes of the Macomb City Council meeting held Monday, June 6, 2022 and Committee of the Whole meetings held on Monday, June 13, 2022.

4. Consideration to authorize implementing a Residential Façade Improvement and Basic Needs Profit Grant Programs using American Rescue Plan Act (ARPA) funds.

PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

UNFINISHED BUSINESS

1. Consideration of an ordinance to establish a date for a public hearing for the proposed Downtown- East Side Tax Increment Financing (TIF) District.

This ordinance will be presented for second reading and final approval.

2. Consideration to approve the proposed Public Works projects using American Rescue Plan Act (ARPA) funds.

This was discussed at committee last week and final action will be in order.

3. Consideration to authorize adding a second School Resource Officer position in the Macomb Police Department.

This was discussed at committee last week and final action will be in order.

NEW BUSINESS

1. Consideration of a Resolution for Improvement under the Illinois Highway Code to use Motor Fuel Tax monies in the amount of $9,018.90 for modernization of various traffic signals in the City of Macomb.

A memo from PW Director Ohrtmann is attached along with a copy of the resolution for your review. Final action will be in order.

2. Consideration of an ordinance amending portions of Chapter 21 of the Macomb Municipal Code. This ordinance will be presented for first reading. A copy will be distributed before the meeting.

NEW BUSINESS – Continued

3. Consideration to authorize the Committee of the Whole Power to Act on the ordinance amending portions of Chapter 21 of the Macomb Municipal Code at their meeting scheduled on Monday, June 27, 2022.

A memo from PW Director Ohrtmann is attached for your review. Final action will be in order.

4. Consideration to authorize soliciting bids for the drilling of a test well on the property located at the corner of Ward Street and Grant Street for a new water treatment facility.

A memo from PW Director Ohrtmann is attached for your review. Final action will be in order.

5. Consideration to approve an amendment to the Purchase of Services agreement between the City of Macomb and Durham School Services to extend the agreement for one (1) year beginning July 1, 2022 through June 30, 2023 to operate the Go West Transit System.

A memo from Transit Director Lambert is attached along with a copy of the amendment for your review. Final action will be in order.

6. Consideration to approve an amendment to the Purchase of Services agreement between the City of Macomb and Durham School Services to extend the agreement for one (1) year beginning July 1, 2022 through June 30, 2023 to operate the Demand Response Transportation System and Central Dispatch Center.

A memo from Transit Director Lambert is attached along with a copy of the amendment for your review. Final action will be in order.

7. Consideration to approve the revised McDonough County Public Transportation Title VI Plan. A memo from Transit Director Lambert is attached along with a copy of the revised plan for your review. Final action will be in order.
