City of Jacksonville Cemeteries Board met May 20.

Here are the minutes provided by the board:

The regular monthly meeting of the Jacksonville City Cemeteries Board was called to order at 8:35 a.m. in the Commission Room of the Jacksonville Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: Members present were: Chairman Linda Brown, Gerald Scott, Vicky Scott; City Clerk Skip Bradshaw; Superintendent Doug Moore. Absent from the meeting were Member Tom Newby; Treasurer Mary Fergurson. A quorum was declared.

AGENDA: Motion was made by G. Scott, seconded by V. Scott, to approve the May 20, 2022 Agenda as presented in advance. By voice vote, motion carried. 

MINUTES: Motion was made by G. Scott, seconded by V. Scott, to approve the April 22, 2022 Minutes as presented in advance. By voice vote, motion carried. 

FINANCE: 

a.) Treasurer’s Investment Report – April 2022: 

Chair Brown gave a brief overview of the Treasurer’s Investment Report, noting that the next maturity is scheduled for September 26, 2022, an Ally Bank Certificate of Deposit (CD) in the amount of $50,000. There is a difference of approximately $40,000 in the asset grand total from March to April that Chair Brown would like to discuss with Treas. Fergurson at the next meeting.

Motion was made by V. Scott, seconded by G. Scott, to accept the Treasurer’s Investment Report. By voice vote, motion carried. 

b.) Cash Receipts Report – April 2022: 

Chair Brown gave a brief overview of the March Cash Receipts Report noting that there was an increase in burials and lot sales in April. The operating fund cash balance is $178,555.57 as opposed to a balance of $114,326.99 at this same time last year. There is a balance of $72,824.10 in the Money Market account that can be used for reinvestment. The current Year to Date revenue balance is $173,296.20 (56.24% available) and the Year to Date expenditure balance is $97,047.97 (77.79% available) at the end of April.

c.) Cash Receipts Report and Claims Approval – April 2022: 

Motion was made by V. Scott, seconded by G. Scott, to approve the Cash Receipts Reports and to pay claims when funds are available. By voice vote, motion carried. 

SUPERINTENDENT’S REPORT: Supt. Moore reported on the following:

✠ The agreement with Dr. Zettler from Illinois College to establish an internship with students from the Biology Department to sustain the landscaping at both cemeteries has not worked out, but Julia Elmore from New Berlin has been working with Terry McKinney at Diamond Grove and East Cemeteries to ensure that the cemeteries look beautiful for the Memorial Day Holiday. ✠ Mowing has been slow due to the rainy weather.

✠ Supt. Moore has hired a summer employee who will be working 30 hours per week beginning next week.

✠ Supt. Moore has been in contact with the Department of Corrections attempting to schedule a work crew to help with ground maintenance at least one day or afternoon a week. He has also reached out to other City departments for the same purpose, noting that there may be opportunities through the Inspection Department.

✠ The Daughters of the American Revolution (DAR) from Springfield will be holding an unveiling ceremony on June 1st at Diamond Grove Cemetery to honor Sarah Metcalf.

PUBLIC COMMENT: No discussion.

OLD BUSINESS: 

Chair Brown commended Supt. Moore and his crew for doing a great job in keeping the cemeteries looking beautiful. Supt. Moore noted that if there is any interest, there may be opportunities for volunteers to push-mow various sections of the cemeteries that cannot be reached with a riding mower.

The City of Jacksonville conducts various road repairs throughout the city every year that are paid for through the Motor Fuel Tax (MFT) allotment. The Cemetery Department will receive similar pricing for road repairs on the west edge of the old section, and throughout the new section, at Diamond Grove Cemetery.

Supt. Moore has been in communication with Patsy Kelly of Jacksonville Memorial Hospital (JMH) regarding HIPPA and legal concerns with the Share Burial Agreement. When the City of Springfield does their State reporting, they put the name as “Group Burial” so there is no identification of the individuals associated with that burial. Typically when Supt. Moore completes a State burial entry, he does an individual entry for that person in the system, so the Board needs to decide whether or not to include individual names on the State burial entry during that process. Chair Brown would like the Cemetery Department to keep on file the names of the individuals but not list them on the actual State burial entry. The most important aspect of the document and State burial entry will be the burial date, as that will be the identifier for reporting and research purposes. The Board agreed.

NEW BUSINESS: 

Mr. Scott feels the style of the information inscribed on columbarium plaques should be identical on each individual plaque. Supt. Moore explained that Jacksonville Monument has tried to be consistent and keep everything uniform but trying to fit information on each individual plaque becomes difficult when one plaque contains more, or less, information than another. Additionally, there are only two extra face plates similar to the ones placed on the columbariums, and there are no more available for purchase. General discussion ensued.

There has been some damage to the walkway leading from the road to the columbarium at East Cemetery. Supt. Moore purchased sealer for the damaged area to keep moisture from penetrating the concrete to prevent further damage. He would also like to install a concrete pad walkway for the Diamond Grove columbarium to prevent accidents by people walking on the uneven pavers.

ADJOURNMENT: Hearing no further business, a motion was made V. Scott, seconded by G. Scott, to adjourn the meeting at 9:14 a.m. By voice vote, motion carried. The next regularly scheduled meeting of the Jacksonville City Cemeteries Board will be held Friday, June 17, 2022, 8:30 a.m. in the Commission Room at the City of Jacksonville Municipal Building.
