McDonough County Board Elms/Building and Grounds Committee met July 12.

Here are the minutes provided by the committee:

The Elms/Building and Grounds Committee met at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members in attendance included, Chair Larry Aurelio, Vice Chair Terra Litchfield, Dave Cortelyou, Mike Cox, Travis Hiel, Vicky Kipling, and Deckle McLean. Member Cindi Helling was absent. Others in attendance included Chad Wilson, Patrick Stout, Elms Administrator Tim Bledsoe, County Chair Scott Schwerer, and Committee Secretary Stacey Alexander.

Chair Larry Aurelio called the meeting to order at 7:00 p.m.

Review and Approval of June 14, 2022 Minutes

Member Litchfield moved with a second by Member Hiel to approve the minutes as submitted. Motion carried on a voice vote.

Farm Report

None

Administrator’s Report

Census is at 65, with 10 being Medicare, 37 being Medicaid and, 17 private-pay. Medicare and Medicaid currently owe $281,505.34. There were 14 admissions, and 12 discharges. Elm’s Administrator Tim Bledsoe went over the report, he also informed the Committee that on July 5, 2022 the Elm’s received a fine in the amount of $349,905.15. The fine was due a new law passed in 2019 regarding staffing. He has requested a hearing with the Department of Public Health but does not have a date for it yet.

Financial Report

Member Hiel moved with a second by Member Kipling to approve the June, 2022 Financial Reports. Motion carried on a voice vote.

Elms Claims

Member Litchfield moved with a second by Member McLean to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 7 yeas, 0 nays, 0 vacant and 1 absent.

Macomb Public Building Commission

Their meetings are now at 4:30.

McDonough County Maintenance Directors Report

Chad Wilson gave the report. The yearly inspection on the elevator has been done, the condenser on the air conditioner that is on the Courthouse roof has been replaced, the water heater in the women’s bathroom has been replaced, they will be putting a tv in the hallway and in the juror room on the 2nd floor for the court system. The flagpole light is not working due to a power issue with the City. A discussion was held regarding mileage reimbursement for the maintenance department.

Building and Grounds Claims

Member Cox moved with a second by Member McLean to approve the June, 2022 Building and Grounds Claims. Motion carried on a voice vote.

Approve Architect Agreement

Two different firms submitted agreements, MMLP, and Klingers. Member Cox went over the letters received. County Board Chair Schwerer is going to email the agreements to all Board members before the July 20th Board meeting.

Other

Member Cox informed the Committee that he has talked to the Board members to see if there is any interest in using some of the ARPA funds in other areas of the County. He suggested that maybe a committee should be formed to handle the funds, Member Hiel agrees but said that first they need to figure out how much is needed for the Courthouse. Member Aurelio said they should bring this to full Board.

Member Cortelyou moved with a second by Member Kipling to adjourn the meeting at 8:09 p.m. Motion carried on a voice vote.
