City of Dallas City City Council met July 27.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, and Greg Olson. Harold Northup Jr. was absent.

Others attending the meeting were Anne Thompson, Doris Harman, and Mariah Wallace.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the July 13, 2022, meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

Doris Harman discussed dogs and cats running around town and leaving their waste in her yard. She asked about vacant properties that have not been mowed. It was discussed how there appears to have been several properties cleaned up since the property owners received the letter that was recently sent out by the city attorney. The city attorney discussed sending out a 2nd notice letter to those property owners that have not responded to the 1st notice letter.

Discussed city personnel.

Discussed trees that are hanging over streets and alleys and in the city cemetery and need to be trimmed.

Anne Thompson asked about buildings in town that need to be demolished. The city attorney reported that her firm has been discussing this with a judge about possible ways to get them torn down without having to pay prevailing wage rates. The city attorney will contact the Brownsfield Network regarding possible funds that might be available for the demolition of these buildings.

Mayor Six reported that he is not going to be able to attend the Illinois Municipal League Conference in September.

The city attorney discussed the proposed ordinance authorizing the abatement of nuisances by the city. A motion was made by Newberry, and 2nd by McDowell to approve Ordinance #670, An Ordinance Authorizing Abatement of Nuisances By City. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

The city attorney reported that due to the Public Notice not being published in time, the Public Appropriations and Budget Hearing has had to be moved to August 24, 2022, at city hall at 5 p.m.

Discussed allowing parking during the city celebration along West First Street in front of the Clark Storage Building where there is currently “NO PARKING”. This will require the permission of the owners of the Clark Storage Building.

McDonough Telephone Company has notified the city that they are planning to offer telephone and internet service to as many Dallas City residents as possible. The council gave the city clerk permission to send out a letter to all current city water customers to make them aware of this. McDonough Telephone Company will reimburse the city for the cost of the postage to send these letters.

Discussed making a donation to the Illini West High School Trap Shoot team. This will be discussed more at the next meeting.

A motion was made by Olson, and 2nd by Newberry to adjourn the meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

The meeting was adjourned at 6:32 p.m.
