City of Bushnell City Council met Sept. 6.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

*City Treasurer Betsy Rench reported that the auditors would be here on the 12th.

*The second installment from ARPA should be here by the end of the month.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from August 15, 2022

2. Approve July Financial report

3. Approve and Pay August Bills

Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried

Ad hoc (Mayor’s Report)

*Mayor Wilt met with McDonough County Housing Authority, BPC Schools and Pastor David Hughes about transportation for kids to and from school.

*Mayor Wilt addressed complaints about the smell at the Sewer plant while they were dredging the lagoon, this is something that had to be done to keep in compliance.

*Mayor Wilt thanked the city workers that helped with the fall festival.

*Mayor Wilt talked about the issues with the railroad crossing on Osborn Street being blocked.

The city has no jurisdiction when it comes to the railroad. Mayor Wilt urges everyone to call the number on the crossing gates, you will need to know the train # which is the number on the first engine. Please be courteous with the person on the phone it’s not their fault.

Personnel/Finance/Budget

*Next meeting September 29, 4:00 @ City Hall

*Street Superintendent David Raymond asked to hire Jake Brown full time, he has worked with the street department for 3 summers. The council agreed with a general consensus.

Public Works

*Guest Jim Brewer brought printouts of the proposed Splash Park, showing exactly what they wanted to do. After much discussion the council will check out this location and other options.

*Utility Supervisor Joe Fosdyck stated we need a power line upgrade from the Welding shop to bedwells, changing to 336 wire and replacing 9 poles.

Ald. Norton made a motion to move forward with the power line upgrade. Ald Lorton seconded the motion. A roll call vote was taken with the results as follows:

*Fosdyck reported that one of the generators went down, they have one ordered but it will take 45 weeks to get here. The City of Breese has offered to loan us one till ours gets here. It should be up and running by Thursday of this week.

Ald. Lorton made a motion to spend $7,200.00 to finish the sidewalk at Tellers, the front of the utility office and the Post Office corner. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Ald. Lorton made a motion to give credit to homeowners on E. 2000th St. who were overcharged on Water/Sewer rates. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.

*The committee recommends Dwight Taftlinger be allowed to concrete the alley approach to his garage as long as it doesn’t interfere with any utilities and matches the existing grade of Davis St. The council agreed with a general consensus.

Police/Liquor/ESDA

*Activity Report for August

*Next meeting Monday, September 12th 4:00 @ the complex

Parks/Recreation/Real Estate

*Minutes from August 29,2022 meeting

*Ald. Webb stated that they are looking into a new pin system for the Rec. Center Fitness Center.

*Ald. Webb stated that they would be putting up signage out at the Fitness Center, in the hope of stopping vandalism. And will be looking into a new security system.

*Next meeting Wednesday, September 14th 4:00 @ Rec. Center.

Engineering

*Ald. Lorton stated that the Engineer had told him they are done dredging the Lagoon and they have some issues with aeration.

MAEDCO

*Executive Director Kim Pierce stated there are 2 new programs out now, Back to Business grant and Back to Business revamp. If you got one of these grants in the past you are ineligible.

Applications should be ready mid-September.

*Pierce stated they are looking into the NE Quadrant of McDonough County to put a wind farm up. It would have between 60 and 65 turbines.

Economic Development

*Next meeting September 26th @ 4:00 City Hall

Attorney’s Report/Ordinances & Resolutions

*City Attorney Nick Tinsman stated he had made up a memo for the police to send to abandon properties.

*Tinsman will be in Ordinance court next Tuesday the 13th.

Ald. Allen made a motion to adjourn
