CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held Tuesday, September 6, 2022 and Committee of the Whole meeting held on Monday, September 12, 2022.

2. Claims and Accounts

PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

UNFINISHED BUSINESS

1. Consideration of an ordinance to create a Class R plus Class SS liquor license for Wildfire Bar & Grill, LLC.

This ordinance will be presented for second reading and final approval.

2. Consideration of an ordinance to authorize the rezoning of South Ward Street in the City of Macomb, McDonough County, from RMH-1 Residential Mobile Home to M-2 General Manufacturing.

This ordinance will be presented for second reading and final approval.

3. Consideration of an ordinance authorizing the execution of a lease agreement with Macomb City Township.

This ordinance will be presented for first reading and staff is asking for second reading to be waived. Final action will be in order

4. Consideration to approve the executive session minutes to remain closed.

This was discussed at committee on August 22 and final action will be in order.

5. Other unfinished business.

NEW BUSINESS

1. Consideration to award the bid for Western Avenue and University Drive concrete replacement to Laverdiere Construction in the amount of $49,900.00.

A memo Operations Manager Whitford is attached for your review. Final action will be in order.

2. Consideration to award the contract for Spring Lake #1 Lift Station rehabilitation to Electric Pump in the amount of $127,750.00.

Attached is a memo from WW Manager Peters for your review. Final action will be in order.

3. Consideration and action on transportation services agreement for McDonough County Public Transportation.

Attached is a memo from Transit Director Lambert for your review. Final action will be in order.

4. Consideration of an ordinance to authorize the rezoning of 136 West Carroll Street in the City of Macomb, McDonough County, from B-2 General Business District to B-3 Downtown Business District.

This ordinance will be presented for first reading.

5. Consideration of an ordinance to authorize the issuance of a special use permit to allow first floor residential in an B-3 Downtown Business Zoning District at 136 West Carroll Street, Macomb, McDonough County, Illinois.

This ordinance will be presented for first reading.

6. Consideration of “An ordinance authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source), in an aggregate principal amount not to exceed $6,500,000 for the purpose of funding a portion of the City’s unfunded police pension liability relating to the police employees, funding a budget stabilization account, and paying for cost related thereto.” This ordinance will be presented for first reading. A copy is attached for your review.

7. Consideration of “An ordinance authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source), in an aggregate principal amount not to exceed $10,000,000 for the purpose of funding a portion of the City’s unfunded fire pension liability relating to the fire employees, funding a budget stabilization account, and paying for costs related thereto.” This ordinance will be presented for first reading.
