PUBLIC HEARING PURSUANT TO THE REQUIREMENTS OF SECTIONS 10 AND 20 OF THE BOND ISSUANCE NOTIFICATION ACT OF THE STATE OF ILLINOIS, AS AMENDED ON THE PLANS TO ISSUE (A)TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2022A IN THE AMOUNT NOT TO EXCEED $6,500,00 AND (B) TO ISSUE TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2022B IN THE AMOUNT NOT TO EXCEED $10,000,000

CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held Monday, October 3, 2022 and Committee of the Whole meeting held on Monday, October 10, 2022.

2. Claims and Accounts

PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

UNFINISHED BUSINESS

1. Consideration of an ordinance approving the termination of the Macomb Downtown Tax Increment Financing (TIF) District Redevelopment Project Area, Plan and Projects. This ordinance will be presented for second reading and final approval.

2. Consideration of an ordinance approving the Redevelopment Plan and Projects for Macomb Downtown – East Side Tax Increment Financing District.

This ordinance will be presented for second reading and final approval.

3. Consideration of an ordinance designating the Redevelopment Project Area for Macomb Downtown – East Side Tax Increment Financing District.

This ordinance will be presented for second reading and final approval.

4. Consideration of an ordinance adopting Tax Increment Financing for Macomb Downtown – East Side Tax Increment Financing District Plan, Projects and Redevelopment Project Area. This ordinance will be presented for second reading and final approval.

5. Consideration of an ordinance amending portions of Chapter 4 of the Macomb Municipal Code and creating a Class E and Supplemental Class OPC license classification. This ordinance will be presented for first reading.

6. Consideration to approve the organizational chart for McDonough County Public Transportation.

This was discussed at committee last Monday night and final action will be in order. 7. Other unfinished business.

NEW BUSINESS

1. Consideration of an ordnance to create a special event liquor license for the McDonough District Hospital Foundation’s Annual Jingle ‘N Mingle Event.

This ordinance will be presented for first reading and staff is asking for second reading to be waived since this is an annual event. A copy of the ordinance is attached for your review. Final action will be in order.

2. Consideration of an ordinance to create a Class A plus OL and EH liquor license for The Pace LLC d/b/a Ice House.

This ordinance will be presented for first reading. A copy is attached for your review.

3. Consideration to authorize the Committee of the Whole Power to Act on the ordinance to create a Class A plus OL and EH liquor license for The Pace LLC d/b/a Ice House at their meeting scheduled for Monday, October 31, 2022 at 5:15 p.m.

4. Consideration of an ordinance to set compensation for Elected City Officials. This ordinance will be presented for first reading. A memo from City Attorney Scalf is attached along with a copy of the ordinance for your review.

5. Consideration to authorize the Committee of the Whole Power to Act on the ordinance to set compensation for Elected City Officials at their meeting scheduled for Monday, October 31, 2022 at 5:15 p.m.

6. Consideration of an ordinance authorizing the sale of certain personal property (equipment and vehicles) owned by the City of Macomb.

This ordinance will be presented for first reading. A copy is attached for your review.

7. Consideration of a resolution adopting a Community Revitalization Plan for the City of Macomb.

A copy is attached for your review and final adoption will be in order.

8. Consideration to approve and place on file the Treasurer’s Reports from August 2021 to September 2022.

A memo from Business Office Director Worley is attached for your review along with copies of the treasurer’s reports.

9. Consideration to award the crack sealing quote to Complete Asphalt Services Company in the amount of $24,943.00 for East University Drive and $24,844.00 for North Randolph Street. A memo from PW Director Ohrtmann is attached for your review. Final action will be in order.
