City of Waverly City Council met Aug. 2

City of Waverly City Council met Aug. 2.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Campbell, Alderman Cleveland, Alderman Gray and Alderman Nagel. Alderman Baines and Adlerwoman Robinette were absent.

2. Pledge of Allegiance

3. Comments from the Floor

Brian and Stacy Pridemore requested that the City review their liquor license to allow expanding service to customers. Alderman Cleveland moved, second by Alderman Campbell to approve Ordinance 22-06 Amending Chapter 107 (Alcoholic Beverages) of the Code of the City of Waverly, specifically License “H” for video gaming parlors. All present voted aye.

John Bostic and Greg Watret. requested that the City consider approving their application for a Liquor License. Based upon discussion of this request there will be a waiting period of ten (10) days and a decision regarding approval made on August 12, 2022, to complete the application process.

4. Approve Open Meeting Minutes from the July 5, 2022 Meeting

Alderman Campbell moved, second by Alderman Nagel to approve the minutes from the July 5, 2022, meeting. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Cleveland to approve the reports as presented. All present voted aye.

6. Pay July Bills Due in August 2022

Alderman Cleveland moved, second by Alderman Campbell to pay the July bills as presented. All present voted aye.

7. Municipal

Discussion and possible action regarding the Illinois Department of Transportation (IDOT), State Route 104 Project. Jamie Headen of Benton & Associates was present to discuss an easement document between property owners and the City of Franklin and City of Waverly. IDOT is responsible for securing all necessary signatures to complete this part of the project.

8. Finance

No discussion.

9. Parks, Lakes, and Recreation

Alderman Nagel moved, second by Alderman Gray to conduct the annual drawing for hunting spaces at Waverly Lake for the 2022-23 deer and waterfowl hunting season.

10. Police

Chief Johnson reported that the month of July was busy and part-time hours increased due to coverage at the Waverly Picnic.

Alderman Nagel moved, second by Alderman Cleveland to approve a pay increase for Officers Divjak and Turner. All present voted aye.

Alderman Cleveland moved, second by Alderman Gray to hire a full-time police officer. All present voted aye.

An advertisement will be placed in the appropriate newspapers for a part-time police officer.

11. Streets and Alleys

The council approved the purchase of a new John Deere mower for use by the city, as well as new locator for service lines.

12. Utilities

No discussion.

13. Zoning

No discussion.

14. Committee Reports

No discussion.

15. Old Business:

Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. On-going discussion in Finance Committee.

16. New Business

Alderman Nagel moved, second by Alderman Campbell to re-bid the Lake Farm for the period 01/01/23 through 12/31/24. All present voted aye.

Alderman Cleveland moved, second by Alderman Campbell to purchase the property at 398 West Tremont. All presented voted aye.

17. Executive Session:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity.

18. Adjourn:

Alderman Cleveland, second by Alderman Nagel to adjourn at 7:45 pm. All present voted aye.
