City of Rushville City Council met Aug. 15.

Here are the minutes provided by the council:

1. ROLL CALL & CALL TO ORDER

The Rushville City Council met in the meeting room of the City Hall building. Upon convening, Mayor Carson Klitz directed City Clerk, Stacey Briney to call the roll. Upon ROLL CALL, the following answered present: Council Members: Susan Acker, Richard Davis, Terry Dodds, Bob Lambert, and Mike Ryan. The meeting was called to order at 7:00 P.M. Council Members, Jeff Ervin, Barry Rebman, and Paul Trimble were absent.

Others present included: Stacey Briney, City Clerk; Charlie Burton, City Attorney; Nathan Campbell, Superintendent of Operations; David Haney of The Rushville Times; and Mason Vincent, representing the Smiles Day Committee.

2. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Mayor Carson Klitz.

3. SMILES DAY UPDATE – MASON VINCENT & VIC MENELY

Mason Vincent, representing the Smiles Day Committee reported that everyone had a copy of the requests for this year. Vincent noted everything is the same as last year. Vincent stated the biggest concern of the committee is the expense for the blow-up houses. Vincent said the committee could not get a carnival again this year because Conner Amusement say they can make more money out of state and Boden Amusement say the same but they were already booked. Vincent stated the bounce houses went over very well last year.

4. DISCUSS & CONSIDER DONATION TO SMILES DAY COMMITTEE

Council Member, Terry Dodds reported the Smiles Day Committee is asking for a One Thousand Dollar ($1,000) donation but he would like to see that raised. Dodds noted the council raised the amount of money that we gave for the flowers in Central Park and feels the city should do the same for the Smiles Day Committee. Mayor Klitz stressed that the committee does a great job and the city appreciates everything they do.

Dodds MOVED TO APPROVE A ONE THOUSAND FIVE HUNDRED DOLLAR ($1,500) DONATION TO THE SMILES DAY COMMITTEE. Ryan SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Acker, Davis, Dodds, Lambert, & Ryan; 0 NAYS; 3 ABSENT – Ervin, Rebman, & Trimble.

Mason Vincent left the meeting at 7:03 p.m.

5. PUBLIC COMMENTS

There were no Public Comments at this time.

6. CONSENT AGENDA

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

a. Approve the Minutes of the Regular Meeting held August 1, 2022

b. Approve “Claims for Council Approval Dated 08/15/22” & Accept Monthly Reports

c. Approve Special Event License for The Lipsticked Pig on Saturday, August 27, 2022, at the Rushville Fitness & Community Center for the NRA Banquet

Dodds MOVED TO APPROVE THE CONSENT AGENDA. Lambert SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Davis, Dodds, Lambert, Ryan, & Acker; 0 NAYS; 3 ABSENT – Ervin, Rebman, & Trimble.

7. ITEMS TO BE REMOVED FROM CONSENT AGENDA – IF APPLICABLE All items were approved on the Consent Agenda.

8. DISCUSS & CONSIDER CHANGING TS K MART’S PACKAGE LIQUOR LICENSE TO A POUR & CARRY LICENSE

Mayor Klitz reported TS K Mart is at the 4-way stop and is run by Koffi Eklou. Mayor Klitz stated Eklou has been in Rushville for a long time and has worked here as well.

Acker MOVED TO CHANGED TS K MART’S PACKAGE LIQUOR LICENSE TO A POUR & CARRY LICENSE. Davis SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Dodds, Lambert, Ryan, Acker, & Davis; 0 NAYS; 3 ABSENT – Ervin, Rebman, & Trimble.

9. COUNCIL MEMBER & OFFICIALS’ REPORTS

Sidewalks & Lighting Committee Member, Terry Dodds asked Superintendent of Operations, Nathan Campbell if he has heard any more on the sidewalk project. Campbell stated he received an e-mail from the engineers with the final plans. Campbell said he tried to contact them but he has about gotten the bid documents since we are bidding it ourselves but he has not heard back from him. Campbell reported once we get those, we can advertise for bids.

Council Member, Richard Davis reported the summer help has completed the work and everything looks good. Davis said he hopes the city can continue to do this next year.

10. ADJOURN

Acker MOVED TO ADJOURN. Dodds SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Lambert, Ryan, Acker, Davis, & Dodds; 0 NAYS; 3 ABSENT – Ervin, Rebman, & Trimble. THE MEETING STOOD ADJOURNED ACCORDINGLY AT 7:07 P.M.
