City of Dallas City City Council met Aug. 24.

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell was absent.
Others attending the meeting were Anne Thompson, Mike Clanton, Tracy Markey, Mariah Wallace, and Gary Smith.
A motion was made by Olson, and 2nd by Newberry to accept the minutes of the August 10, 2022, meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.
The city attorney discussed the appropriations ordinance for the 2022-2023 fiscal year. Since there were no objections presented at the public hearing that was held prior to tonight's meeting, a motion was made by Northup, and 2nd by Olson to pass Ordinance # 671 for the making of appropriations for the May 1, 2022, to April 30, 2023 fiscal year. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.
Discussed properties in town that are in violation of the city's nuisance ordinance. Police Chief Gary Smith presented the council with an updated list of properties in town that are currently in violation of the Nuisance Ordinance. The city attorney will send out letters to the property owners.
Tracy Markey reported that the city is now in compliance with the EPA regarding the sewer lagoon. Discussed getting a contractor to check the valves at the water tank and the aerators at the sewer lagoon.
Mike Clanton discussed the new water lines that he and Terry Brewer are wanting to install to their properties. He informed the council that there is a vacant lot near their properties that has a water line to it, due to the fact that there used to be a residence on the lot, that is no longer being used. The owner of the property has given Mr. Clanton and Mr. Brewer permission to hook up their new service lines to this existing line. The city has no objections to this being done. It will be Mr. Clanton's and Mr. Brewer's responsibility to see if any easements will be required, and if so, to obtain these easements. They will also be required to pay any street opening fees, if it is necessary to open the street when they run these water lines to their properties.
Mr. Clanton asked if a house with broken windows could be considered a violation of the city's nuisance ordinance.
Police Chief Smith reported that the police department conducted an evacuation drill at the grade school.
Discussed residents that have gotten a bill from Jackson Disposal, also known as LRS, for trash service. Jackson's has been contacted about this. They have informed the city that they have recently switched computer systems and there appears to be a problem with it. If you receive a bill for trash service at a residence that you are paying for it on your water bill, call Jackson Disposal, and they will take care of the problem.
Mayor Six gave a report on a Flood Mitigation meeting that he attended this week.
Discussed having the city engineer start working on a plan for the removal of any water lines that need to be replaced due to them being lead service lines.
The two new police officers are scheduled to take their state test in December. They have been working one shift a week with one of our current police officers. As soon as they have passed their test, Police Chief Smith is hoping to have more consistent police coverage on the weekends.
The Village of Pontoosuc has contacted Mayor Six about possibly having our police department come to Pontoosuc occasionally. This would require an inter-governmental agreement. They also asked about the city annexing the Village of Pontoosuc.
It appears that there has been a lot of eroison at the intersection of West Fourth Street and Pine Street. Commissioner Olson reported that this will be addressed as soon as the city is able to obtain some more patch for the streets.
Mayor Six informed the council that Mike Sullivan recently did the appraisal work on the three lots that the city is buying from Union Electric Company free of charge. A motion was made by Olson, and 2nd by Newberry to give Mike Sullivan a $100 gift certificate to Riverview Bar & Grill for his services. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.
