McDonough County Board Law & Legal Committee met Oct 3.

Here are the minutes provided by the committee:

The Law & Legal Committee held its monthly meeting at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members present included Committee Chair Joe Erlandson, Vice Chair Ken Durkin, Eric Chapman, Michael Kirby, Terra Litchfield, and Julie Melvin. Members Lee Calvert, and Travis Hiel were absent. Other persons in attendance were Courtney Hilts, Steve Wood, Michelle Harman, Theresa Frisbie, Marsha Twaddle, Steve Hess, Dana Walker, Gary Woods, Tammy Shelley, Marilyn Shelley, Shannon Cramer, Patrick Stout, Tim Lobdell, Ric Smart, Deborah Cousins, Sheriff Nick Petitgout, County Chair Scott Schwerer, and Committee Secretary Stacey Alexander.

Chair Erlandson called the meeting to order at 7:00 p.m.

Review & Approve September 12, 2022 Minutes

Member Durkin moved with a second by Member Chapman to approve the minutes as submitted. Motion carried on a voice vote.

Waste Management Update

Report received and filed.

Tri-County Recycling

Tim Lobdell gave the report.

Veteran’s Assistance and Van Report

Ric Smart gave the report. Eight Veterans were given assistance in September. Total assistance amounted to $1,705.57. Smart informed the Committee that he has lost a driver.

Sheriff’s Report

Sheriff Nick Petitgout gave the report. Petitgout informed the Committee that he is hiring two new Deputy’s, a Lieutenant is retiring, there will be a hiring event on October 7th as the Sheriff’s Department.

Assessor’s Office Update

Deborah Cousins gave the report. Everything is on track, assessment changes are being mailed and published. The Board of Review will be meeting soon.

Claims Review and Approval

Member Melvin moved with a second by Member Chapman to approve the claims as submitted. Motion carried on a voice vote.

CO2 Pipeline Discussion

Chair Erlandson updated the Committee on an email he has sent to State’s Attorney Matt Kwacala. Kwacala is waiting to hear back from the law firm that he has been talking to. Member Chapman said that a Fulton County Board Member has reached out to him, and Chair Erlandson has heard from a Hancock County Board Member. County Chair Schwerer has heard from some as well and he has received 23 letters.

Public Comment

Steve Hess said that the deadline to file against the pipeline is November 15, 2022, and he stated that he could not believe that the State’s Attorney Matt Kwacala was not at this meeting. Chair Schwerer asked Hess if he had a list of pros and cons regarding the pipeline. Courtney Hills, an attorney from Quincy said that she is upset about the fact that State’s Attorney Kwacala is not taking any action to protect the County. Gary Woods said that he worked on the pipeline for 25 years and does not believe in it. A few others made comments regarding the pipeline as well.

County Board Chair Comments

County Chair Schwerer thanked everyone for coming to the meeting.

Member Melvin moved with a second by Member Litchfield to adjourn the meeting at 7:51 p.m. Motion carried on a voice vote.
