City of Waverly City Council met Oct 4.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Campbell, Alderman Cleveland, Alderman Nagel and Alderwoman Robinette. Alderman Gray was absent.

2. Pledge of Allegiance

3. Comments from the Floor

Barry Austin requested information from the council regarding the riprap project at Waverly Lake, which at the time of the meeting is still pending approval. Mr. Austin requested that the ordinance and parameters for boat docks at the lake be changed. The Council will not take action regarding the request of Mr. Austin.

Carolyn Rhea was present to express concerns regarding the speed of cars travel ing on Curtiss Street heading out of town with so many children present in that area. Chief Johnson has watched traffic which helps when he is present and will also do a study of traffic and report to the Council at the November meeting.

4. Approve Open Meeting Minutes from the September 6, 2022 Meeting and the September 15, 2022 Special Meeting

Alderman Cleveland moved, second by Alderman Baines to approve the minutes from the September 6 and September 15, 2022, meetings. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Campbell to approve the reports as presented. All present voted aye.

6. Pay September Bills Due in October 2022

Alderman Cleveland moved, second by Alderman Baines to pay the August bills as presented. All present voted aye.

7. Municipal

Discussion and possible action regarding the Illinois Department of Transportation (IDOT), State Route 104 Project. As of August 2022, IDOT is responsible for securing easement signatures. On-going project and discussion.

The Council received information from Benton & Associates regarding Illinois Transportation Enhancement Program (ITEP) and Open Space Lands Acquisition and Development (OSLAD) which is something that will be discussed at future meetings.

The City Council approved Trick-or-Treat for Waverly on Monday, October 31st for the hours 5:30 pm until 8:30 pm.

The first reading of the Annual Tax Levy for the fiscal year commencing May 1, 2022 and ending April 30, 2022, will be held at the November meeting.

8. Finance

Alderman Cleveland moved, second by Alderwoman Robinette to close the Turner Capital Fund and place the funds into the Turner Income Account. All present voted aye.

9. Parks, Lakes, and Recreation

No discussion.

10. Police

Chief Johnson reported that the month of September was busy and part-time hours were down due to many of the officers unavailable for work. Chief Johnson reported that all lake security cameras are in place and operational.

The issue of pay increases for two (2) part-time officers was tabled until the November meeting. Chief Johnson will present a proposal for part-time officers and well as the results of the speed survey on for Curtiss Street.

11. Streets and Alleys

No discussion.

12. Utilities

John Lyons reported that Franklin is interested in partnering with Waverly to purchase a Vacuum Truck for use by both cities when needed. Franklin also has a used utility truck that would be of benefit to Waverly and Mr. Lyons will discuss with Franklin and report back at the November meeting.

13. Zoning

No discussion.

14. Committee Reports

No discussion.

15. Old Business:

Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. The second COVID deposit has been received and the council continues to review possible uses. On-going discussion in Finance Committee.

16. New Business

Alderman Campbell moved, second by Alderman Nagle to approve the bid presented to farm the lake properties consisting of two (2) separate plats of land (35 tillable acres). All present voted aye.

Information was presented regarding the 2023 Aldermanic Elections for City Council in which three spots, one in each ward, will be up for election.

17. Executive Session:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity.

18. Adjourn:

Alderman Nagel moved and, second by Alderman Robinette to adjourn at 7:50 pm. All present voted aye.
