City of Pittsfield City Council met Oct 4.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, and Robert Wilson. Alderman Kevin Wombles was absent.

Mayor Mendenhall presided.

Alderman Ketchum moved to approve September 20, 2022 city council minutes. Alderman Lennon seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, Little, Ritchart, White (6)

Nay: NONE (0)

Present: Wilson (1)

The motion carried.

Mayor’s Announcements:

A bid opening was held October 03, 2022 for the milling, hot mix and sand seal project. Good Energy hosted a Zoom meeting to present the bids for the municipal electric aggregation. An onboarding meeting was held with Apptegy on the website/app design.

Mayor Mendenhall, City Clerk Ann Moffit, and Economic Development Director attended Business After hours hosted by the Pike County Chamber of Commerce at Pike County Glass. Pike County Glass hosted their grand opening in collaboration with this event.

On September 30, 2022 a Proclamation was presented to Chris Sitton, during her retirement celebration, for her time and efforts in supporting the City of Pittsfield, Pittsfield Police Department and the Pittsfield Fire Department.

The airport tree removal notice to bidders was published in this week’s edition of the Pike County Express.

Mayor Mendenhall attended and gave the presentation at the Courthouse Glow event hosted by Picture Pittsfield.

Jeff Griggs’ retirement celebration will be held October 06 at 9 am at the Fire Department Meeting Room.

The mechanic position was listed in the Pike County Express this week.

The airport manager position was listed in last week's Pike County Express.

Mayor Mendenhall read and presented a Proclamation to Quanada representatives proclaiming October 2022 Domestic Violence Awareness month in the City of Pittsfield.

Alderman Kevin Ketchum advised that the Ordinance Committee met to discuss permit fees. Public Works Director Tom Reinhardt will compile a list of fees and comparable fees from neighboring municipalities.

Mayor Mendenhall announced that the engineer has send the bid documents for tree removal and the notice of bid is published in this week’s paper.

Mayor Mendenhall advised that the Street and Alley Committee med on October 3, 2022 for the bid opening for the miling, seal coat and hot mix sand seal street projects. Bids were received from Illinois Valley Paving and Diamond Construction. Diamond Construction was the low bidder with a bid in the amount of $307,754.50.

Alderman Little moved to accept the bid from Diamond Construction in the amount of $307,754.50 for hot mix sand seal, milling and cold mill for City streets.

Alderman Ketchum seconded the motion.

Abstain: Little (1)

Alderman Ritchart moved to accept the finance committee’s recommendation to allow City Clerk to negotiate CD rates and transfer current CDs.

Alderman Ketchum seconded the motion.

Mayor Mendenhall shared that there was a meeting with Good Energy in reference to the municipal electric aggregate. Only one supplier submitted a bid. Constellation New Energy, Inc. presented a bid for a 22 month contract beginning February 2023 at a fixed rate of $.01210 per kWh. This contract was signed today, October 4, 2022.

Alderwoman White moved to approve the Salvation Army Bucket Blitz to be held on December 1, 2022 at the intersection of Memorial and Jefferson Street.

Alderman Ritchart seconded the motion.

The motion carried.

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderman Grimsley seconded the motion.

New Business:

Mayor Mendenhall stated that 4-5 concrete pads will be poured at the City Lake Campground, two have been completed.

Alderman Ritchart asked about the status of tree removal. Mr. Reinhardt has contacted Johnson’s Tree Service to make an appointment to discuss tree removal.

Alderman Grimsley stated that the manhole cover on Piper Lane at Morrison has broken concrete around it.

Alderwoman White has had a request for a 4-way stop sign at Jefferson and Mississippi Street. Alderman Ketchum has spoken with the owner of the new business located at this intersection and he has attempted to have smaller cars park at the intersection. Alderwoman White asked for a traffic study.

Alderwoman White thanked Mr. Griggs for his years of service.

Alderman Ketchum asked the status of the panhandle transportation reimbursement. Robert Wilson will ask at the upcoming IMGA meeting.

Alderman Little asked if there was an upcoming Disc Golf tournament. The Big Buck Classic will be held October 29.

Alderman Ritchart stated that the Halloween Golf Cart parade will be October 29. Alderman Wilson asked Tom Reinhardt to inspect 365th Avenue, it appears to be bleeding through.

Ed Knight advised that he is currently working on the application process for two grants, one being a Cyber Security Grant, the other being a Rebuild IL grant to bring broadband to Lake Pittsfield.

Tom Reinhardt stated that installation has begun on the new Lincoln signs.

The burnpile will be closed until harvest is complete.

Alderman Wilson asked Mr. Reinhardt if the former laundry mat location on Washington Street that a new building has recently been placed on will be cleaned. Mr. Reinhardt stated it would be.

Mayor Mendenhall thanked Mr. Griggs for 28 years of service and invited everyone to attend his retirement celebration on October 6 at 9 am.

Alderwoman White moved to adjourn this meeting at 6:42 p.m.
