McDonough County Board Finance Committee met Oct. 12.
Here are the minutes provided by the committee:
The monthly Finance Committee meeting was held at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee members present were Vice Chair Larry Aurelio, Letha Clark, Dave Cortelyou, Mike Cox, and Joe Erlandson. Members Travis Hiel and Dave Nissen were absent. Others in attendance included McDonough County Sheriff Nick Petitgout, Circuit Clerk Ian Fischer, State’s Attorney Matt Kwacala, Joseph Murphy, Keith Krohe, Randy Pickering, Steve Hess, County Chair Scott Schwerer, and County Clerk Gretchen DeJaynes.
Vice Chair Aurelio called the meeting to order at 7:00 p.m.
Review and Approve Minutes from September 13, 2022
Member Erlandson moved with a second by Member Clark to approve the minutes as submitted. Motion carried on a voice vote.
Review and Approve Minutes from September 14, 2022 at 2:00 p.m.
Member Erlandson moved with a second by Member Clark to approve the minutes as submitted. Motion carried on a voice vote.
Review and Approve Minutes from September 14, 2022 at 7:00 p.m.
Member Erlandson moved with a second by Member Clark to approve the minutes as submitted. Motion carried on a voice vote.
MCPT Report Review & Approval
The monthly invoice for September, 2022 was reviewed. Member Erlandson moved with a second by Member Clark to approve the MCPT invoice in the amount of $1,036.50 for September, 2022. Motion carried on a voice vote.
Miranda Lambert with MCPT informed the Committee that they would like to increase the County’s reimbursement amount. They would like the County to pay either a flat rate, or pay $2.00 a ride.
Bushnell Senior Meals Report Review & Approval
The monthly invoice for September, 2022 was reviewed. Member Clark moved with a second by Member Cortelyou to approve the YMCA invoice in the amount of $1,037.64 for September, 2022. Motion carried on a voice vote.
Coroner Report
The monthly Coroner Report was received and filed.
Monthly Financial Reports
The monthly Financial Reports were received and filed.
Transfer of Funds
None.
Warrants Issued in Vacation
Warrants Issued in Vacation were not available. Sent to the full Board meeting.
Insurance Update
Keith Krohe gave an insurance review, and renewal options for Symetra. Symetra can be renewed at the current amount of $95,000.00 for a 4% increase, or increase it to $100,000.00 for the same cost as last year.
Member Cortelyou made a motion with a second by Member Erlandson to renew Symetra at the current amount of $95,000. Motion carried on a voice vote.
Discuss ARPA Funds Action
None.
Discuss Intervention of CO2 Pipeline
A large discussion was held. Joseph Murphy, an outside attorney that has agreed to represent the County on the CO2 pipeline addressed the Committee. Murphy gave an overview on how he would handle the proceedings and informed them that we would have to work with the citizens against the Heartland pipeline to determine how to split the fees from him. Member Erlandson said that he would like to split the cost 50/50 with them. Murphy answered several questions from the Committee. County Chair Schwerer inquired as to whether or not we should pass an Ordinance requesting a moratorium until new Federal regulations are passed. State’s Attorney Kwacala said that he could have one prepared by the October 19th full Board meeting.
Member Cortelyou moved with a second by Member Erlandson to enter into an agreement with attorney Joseph Murphy to file an intervention with the ICC on behalf of McDonough County. Motion carried on a voice vote.
Approve FY 2023 Draft Budget
Sheriff Petitgout provided information to the Committee on the cost of body cameras.
Member Erlandson would like to put $50,000.00 in a fund for Attorney Murphy to fight the CO2 pipeline, and to add an extra $50,000.00 in contingency.
Member Erlandson moved with a second by Member Clark to hold a Truth in Taxation hearing. Motion carried on a voice vote.
Approval of Claims
Member Cortelyou moved with a second by Member Clark to approve the Claims as submitted. Motion carried on a voice vote.
Executive Session
None.
Other
Steve Hess passed out a resolution that he is trying to get all of the Townships to pass regarding the CO2 pipeline. He also applauded the Board for their work and efforts to try to prevent the CO2 pipeline.
