City of Dallas City City Council met Nov. 23.

The Dallas City City Council held its regular meeting on November 23, 2022, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr., and Greg Olson. Peggy Newberry was absent.
Others attending the meeting were Anne Thompson, Doris Harman, Tracy Markey, Gary Smith, and Mariah Wallace.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the November 9, 2022, meeting. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.
Discussed a sidewalk that was replaced in town.
Discussed getting a storm door for the front door at the city hall building. It was decided to have the city employee pick one up and install it.
Doris Harman asked about the buildings in town that need to be torn down. The city attorney reported that the building at 386 Oak Street has been sold and that she is working on it.
Anne Thompson asked about the old cleaners building on Oak Street. The city attorney is working on this also.
Police Chief Gary Smith reported that the new shotgun is in service. He is planning on attending a school resource officer training from February 27, 2023, to March 3, 2023. He has spoken to the Dallas City School Superintendent to see if they would be interested in the city starting to provide this service to them for a fee. She appeared to be very interested and is planning to bring it up at the next school board meeting.
It was reported that Brian McEntee and Greg Harl, D.B.A. Top Quality Tree Specialists, who was awarded the bid to trim some trees in town, has indicated that they do have liability insurance and will provide Proof of Insurance to the city before they begin the job.
Mayor Six read a “Thank You” from the Grace Bible Food Pantry for the recent donation the city gave them.
Discussed having a Christmas Party for the city employees and council members. The Clinic Bar and Grill has agreed to do this for the city on a Monday night. A motion was made by Olson, and 2nd by McDowell to have the annual Christmas Party for the city employees and council members at The Clinic Bar and Grill on January 9, 2023. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.
The city attorney discussed the bridge on East Fourth Street by the city cemetery. It appears that both Hancock County and Henderson County are responsible for this bridge. She has spoken to both counties. They have told her that it appears that the cost to replace this bridge is going to be significant, and they do not feel that there is an emergency to do this right away. The city attorney is going to contact them and explain that this is something that needs to be done sooner, rather than later.
Discussed Christmas decorations. Brandan Beach is willing to put them up and take them down for the city this year. It was decided to hire Brandan Beach to do this.
Discussed giving a Christmas bonus to the city's employees. A motion was made by Olson, and 2nd by Northup to give a $150 bonus to full-time employees, a $100 bonus to part-time employees, and to pay the employee's share of IMRF, social security, and medicare withholding. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.
Discussed the part-time police officers. Police Chief Smith reported that after they graduate from the Part-Time Academy on December 3, 2022, he plans on having them do patrol work on the weekends.
The city clerk informed the council that the Bank of Stronghurst is currently paying 2.5% on a 9 month certificate of deposit. He has cashed in the city's current certificates of deposit and purchased new 9 month certificates of deposit that are paying 2.5% at the Bank of Stronghurst. By doing this the city is going to earn approximately an additional $9,000 on its certificates of deposit over the next 9 months. This includes the penalty that had to be paid for the early withdrawal of the current certificates of deposit.
The city clerk also asked the council to allow him to withdraw $100,000 from the city Water Department's checking account and purchase a 9 month Certificate of Deposit from the Bank of Stronghurst that is paying 2.5%. A motion was made by Olson, and 2nd by McDowell to allow the city clerk to withdrawal $100,000 from the Water Department's checking account and purchase a new 9 month certificate of deposit that is paying 2.5% from the Bank of Stronghurst. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.
