City of Macomb Committee of the Whole met Nov. 28.

Here are the minutes provided by the committee:

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers on Monday, November 28, 2022 at 5:22 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Michael Inman called the meeting to order and roll call was taken, Deputy City Clerk Renee Lotz called the roll and the following were present: Aldermen Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Tammie Leigh Brown-Edwards, and Dennis Moon. Alderman Ashley Katz was absent.

In addition to the Mayor, Deputy City Clerk and Aldermen, City Administrator Scott Coker, and City Attorney Lisa Scalf, and Community Development Coordinator John Bannon were in attendance.

Public Comment. None

The first item on the agenda for discussion was on Spring Lake Park Management and Maintenance Agreement between the City and Spring Lake Management, Inc. CA Coker explained there were Request for Proposals received back in July and only one was submitted, by Spring Lake Management, Inc. who met all requirements, and currently manage the park. He stated changes in the contract would be flat payment of $115,000 per year for five years, paying electric meters used by the park; and will now be responsible for management of Camp Chicagama. This was discussed at Park and Pool Committee and was recommended to be brought forth for discussion and approval.

Alderman Moon commented that the increase was $45,000 over the prior contract of $70,000; what was the justification for that.

CA Coker stated it equates to near what utilities have been. This was placed out for bid, and this was the bid received.

Alderman Moon stated the way it was described, the city still pays the electric bill.

Alderman Vigezzi stated it looks like last year the utilities were about $46,900, and looking at what utilities currently cost with 20% to 30% increase, he would be paying forward the additional cost for that, so we would make a little bit of savings on the increase of electrical rates.

Alderman Moon asked if there was agreement that probable half of the utilities were from campsites, and income generating business.

Alderman Vigezzi stated he could not tell that based on information he has received, but in some aspects it would be correct.

Alderman Moon stated this was his complaint, camping sites were expanded his profit increased, as did our costs. He doesn’t know many businesses that you can go into and have utilities paid for.

Alderman Vigezzi stated that was primarily true, but the original contract set was to receive a stipend back, we bypassed that to the current contract, which is now expiring. We were receiving money back but we switched the contract.

Alderman Moon stated, because we gave up trying to figure out the convoluted reports we received, now we are still responsible for water, sewer, and propane utilities.

Alderman Moon asked about the insurance terminology, and concern of liability for student interns.

City Attorney Scalf stated the terminology was stated in paragraph 21 on page 8, and Interns would be covered under the contractor’s liability insurance, not being interns of the city.

There was brief discussion on assignment of authorized agent.

City Attorney Scalf stated no one would be able of signing without council approval.

There was brief discussion on a gap in the garbage pickup.

Alderman Moon stated he would like to re-negotiate the stipend.

There was no further discussion.

The second item on the agenda for discussion was on an ordinance amending the Macomb/Bushnell Enterprise Zone within McDonough County, Illinois. This had first read last Monday night. There was no discussion and Mayor Inman stated it would be placed on the agenda for second reading and final action at Monday night’s meeting.

The third item on the agenda for discussion was on an ordinance to authorize the issuance of a Special Use Permit to allow first floor residential in a B-3 Downtown Business District at 129-133 South Lafayette Street, Macomb, McDonough County, Illinois. This ordinance had first read last Monday night. There was no discussion and Mayor Inman stated it would be placed on the agenda for second reading and final action at Monday night’s meeting.

The fourth item on the agenda for discussion was on an ordinance to authorize the issuance of a Special Use Permit to allow for first floor residential in a B-3 Downtown Business District at 135 South Lafayette Street, Macomb. There was no further discussion and Mayor Inman stated it would be placed on the agenda for second reading and final action at Monday night’s meeting.

The fifth item on the agenda for discussion was on an ordinance to amend Chapter 7 to add Article VIII concerning registration of certain vacant and foreclosing properties. This ordinance had first read last Monday night. CDC Bannon explained it was a registration program, creating a registry for all vacant buildings in the city. There would be an annual $250 fee on vacant properties, administered by a third party, maintained enforcement by the city. The goal is to create a database for contact information on ownership and management, as well as incentivize owners to move towards decision points. Exemptions would be an actively for sale vacant property the first year.

Mayor Inman stated it would be placed on the agenda for second reading and final action at Monday night’s meeting.

The sixth item on the agenda for discussion was on an ordinance amending Chapter 13 of the Macomb Municipal Code. This ordinance had first read last Monday night. CDC Bannon stated the Planning Commission recommended the adoption of a short-term rental ordinance, encompassing Air B&B’s, RBO’s and other short-term rentals are within registration and inspection codes. This would require them paying the 5% Hotel/Motel Tax.

Mayor Inman stated it would be placed on the agenda for second reading and final action at Monday night’s meeting.

There was no further business.

There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Wayland to adjourn the meeting, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:33 p.m.
