City of Jacksonville City Council met Jan. 9.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website www.jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:36 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Mike Bartlett, Don Cook, Brett Henry, Kent Hannant, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting was Alderman Eren Williams. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Henry, to approve the December 12, 2022 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: Motion was made by Cook, seconded by Speed, to pay claims when funds are available. By voice vote, motion carried.

MAYOR’S REPORT:

1. Reappointment of Linda Brown to the Board of Managers Jacksonville Cemeteries, term expires January 1, 2028. Motion was made by Scott, seconded by Watts, to accept the Mayor’s reappointment. By voice vote, motion carried.

2. Reappointment of Allan Worrell and Chad Boehlke to the Heritage Cultural Center Board (Jacksonville Area Museum), term expires January 1, 2027. Motion was made by Scott, seconded by Hannant, to accept the Mayor’s reappointments. By voice vote, motion carried.

3. Appointment of Lisa Hall to the Heritage Cultural Center Board (Jacksonville Area Museum), term expires January 1, 2026. Motion was made by Watts, seconded by Scott, to accept the Mayor’s appointment. By voice vote, motion carried.

4. Resolution approving Revolving Loan Fund loan to Rick Rolson. Motion was made by Scott, seconded by Hannant, to accept the resolution. CA Beard read the resolution as proposed.

2023-R-001 Be it resolved by the City Council of the City of Jacksonville, Morgan County, Illinois, that a Resolution APPROVING APPLICATION FOR LOAN; AND AUTHORIZING ECONOMIC DEVELOPMENT LOAN FROM THE CITY OF JACKSONVILLE REVOLVING LOAN FUND – (Rick Rolson - $100,000), is hereby approved.

Mayor Ezard asked for discussion and there was none.

CITY ATTORNEY’S REPORT:

1. Second reading of an Ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section 3-64 Location; change of location; limitations on number issued – decrease Class A, AA, B, BB, C, CC, Club and Bowling Alley licenses by one, total 47; decrease Class D, DD, E, EE and BH licenses by one, total 18; decrease Class CV by two, total 1; and decrease Class TH by one, total 0. Motion was made by Bartlett, seconded by Cook, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2022-O-024 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-64 LOCATION; CHANGE OF LOCATION; LIMITATIONS ON NUMBER ISSUED – DECREASE CLASS A, AA, B, BB, C, CC, CLUB AND BOWLING ALLEY LICENSES BY ONE, TOTAL 47; DECREASE CLASS D, DD, E, EE AND BH LICENSES BY ONE, TOTAL 18; DECREASE CLASS CV BY TWO, TOTAL 1; AND DECREASE CLASS TH BY ONE, TOTAL 0, is hereby approved.

Mayor Ezard asked for discussion. These licenses were relinquished from Chartwell’s Dining Service / MacMurray College, the Fresh Start Convenience Store, My Buddy’s BBQ, and a license that was never issued because it was never applied for.

2. First reading of an Ordinance amending the Jacksonville Municipal Code Chapter 12 Garbage and Refuse, Article II Collectors, Division 2 Licenses, Section 12-61 Inspection of vehicles prior to issuance; display of sticker required. Motion was made by Henry, seconded by Rubin de Celis, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2023-O-001 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 12 GARBAGE AND REFUSE, DIVISION 2. LICENSES, SECTION 12-61 INSPECTION OF VEHICLES PRIOR TO ISSUANCE; DISPLAY OF STICKER REQUIRED, is hereby approved.

Mayor Ezard asked for discussion. Ald. Oldenettel asked how the City knows who should be displaying vehicle stickers, and why this amendment is being made. The ordinance was written to state that the operator of the landfill was to conduct these inspections, but there is no one to fill that role since the landfill has closed. For enforcement purposes the Clerk’s Office maintains a list of vehicles included in each application, those vehicles are required to be inspected and to display a sticker on their front windshield if the application is approved. The amendment will now allow any certified mechanic to conduct vehicle inspections if required.

7. First reading of an Ordinance amending the Jacksonville Zoning Map for property located at 873 North Prairie Street from R-2 to R-2 with Special Use. Motion was made by Scott, seconded by Speed, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2023-O-004 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 873 NORTH PRAIRIE STREET FROM R-2 (One Family Dwelling District) to R-3 (One Family Dwelling District) WITH SPECIAL USE – (In-home barber shop), is hereby approved.

OLD BUSINESS:

CC Bradshaw advised that GFL Environmental is in the process of picking up Area Disposal/old trash bins and containers from those who have opted out of the program. Most who have opted out of the program were not receiving trash service through Area Disposal but were taking their trash elsewhere. Anyone who still has an old trash bin should place it in a conspicuous place out of the street, laying on its side to avoid being blown back into the street. CC Bradshaw also advised that all trash bills will be delivered to the owner of the property, and dispelled the rumor that the bill will be included with the water and sewer bill.

NEW BUSINESS:

Ald. Oldenettel thanked CDD Nyberg for his hard work on the Community Revitalization Plan.

Nick Little, as head of the design committee for Jacksonville Main Street, noted that as part of their initial goals for 2023, JMS would like to see that Jacksonville’s Downtown parking lots are clean, well lit, and well kept. He asked the Council to consider cleaning and resurfacing the City owned parking lot adjacent the Mulligan’s Restaurant, and to make sure lighting is adequate and in working condition.

Mr. Little advised that copies of JMS’s new publication titled “Then & Now” are now for sale. The book is a look back at the Jacksonville Downtown area dating back to the late 1800’s to present.

ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Watts, to adjourn the meeting at 7:00 p.m.
