City of Dallas City City Council met Jan. 11.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on January 11, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Bob Durand, Doug Erickson, and Gary Smith.

A motion was made by Olson, and 2nd by McDowell to accept the minutes of the December 28, 2022, meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSTAIN.

A motion was made by McDowell, and 2nd by Olson to pay bills. McDowell, Newberry, Northup, Olson, and Six AYE.

Bob Durand appeared on behalf of the Village of Pontoosuc. They would like to know if the City of Dallas City would be interested in annexing the Village of Pontoosuc. The council will think about this and discuss it more at the next meeting that the city attorney is present.

Anne Thompson requested that the Fireworks Ordinance be put on the city's website. The city clerk will get this done.

Doug Erickson reported that the city was not approved for the Lead Service Line Inventory Grant Program. He also reported that Benton & Associates plan on having a survey crew in town next week to start on the surveying work that needs to be done for the new lift station project.

Discussed the bridge on West Third Street, between Osage Street and Chestnut Street, that the state is replacing this year, and how traffic is going to be diverted during this project.

Police Chief Gary Smith gave his report for the month of December 2022. The police department participated in a shooter training with the Dallas City Elementary School's staff on January 2, 2023. He and Officer Foster will be participating in a Juvenile Interrogation and Delinquency Training on January 12 in East Moline.

Mayor Six reported that he recently attended a flood mitigation meeting in Stronghurst. He was informed that there is a very minimal chance of the Mississippi River flooding in our area this year. They also discussed the proposed buy-out from last year and the chances that there would ever be another possible buy-out.

Discussed the tree trimming that is being done in town. The contractor has finished West Fifth Street and is still working on the rest of the project.

The city has received some of the items from the time box, that was recently discovered inside the old high school building, back from the restoration people. The city clerk will take some pictures of these items and put them on the city's website.

Discussed the city attorney's attendance at the city's council meetings.

The city has received a proposed Contract of Sale from Union Electric Company for the three lots west of the boat dock parking lot consisting of 3.49 acres of land. The agreed upon purchase price is $7,000 and the city is responsible for paying for the survey that is to be done. The proposed contract has been sent to the city attorney for her to check over.

Discussed the mowing of the city cemetery. Nicholas Hellyer has informed the city that he would be interested in mowing the cemetery again in 2023 for $400 per mowing. A motion was made by Northup, and 2nd by Olson to hire Nicholas Hellyer to mow the city cemetery in 2023 for $400 per mowing. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the shed that is located at the city cemetery. It is not in very good condition and the roof is in poor condition. It was decided to have this shed removed. Also discussed the gates and hinges at the cemetery. Trout Fencing will be contacted to see if they could make the necessary repairs.

Discussed city employees that are called out after hours, on holidays, and on days off to perform city related work. A motion was made by Newberry, and 2nd by McDowell to compensate city employees a minimum of 4 hours of overtime pay when called out to perform city related work after hours, on a holiday, or on a day off. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:24 p.m.
