City of Dallas City City Council met Jan. 25.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on January 25, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson and Kenny Foster.

A motion was made by Newberry, and 2nd by McDowell to accept the minutes of the January 11, 2023, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Police Officer Kenny Foster reported that one of the police vehicles has an oil leak and a transmission leak, but that the vehicle is still under warranty and both will be repaired at no cost to the city. He also reported that Henderson County Sheriff's Deputy Darrell Askew passed away this week. Flowers have been sent, and our officers are planning on attending his services.

The council asked Officer Foster how Officer Espinoza has been doing since she completed her training. He informed them that both he and Police Chief Smith have been very pleased with the job that she has been doing for the city.

Discussed the flag pole in front of the city hall/police station building. The rope recently broke, and the flags had to be put inside. The rope will be replaced as soon as the weather permits.

Discussed the railroad crossings in town. Most of them are in need of maintenance and repair work.

Mayor Six reported that the Dallas Rural Fire Protection District has discontinued its connection with the Lomax Ambulance, and therefore, the Lomax Ambulance is no longer in service. It has been indicated that the Nauvoo Ambulance is taking over the Hancock County portion of Dallas City and the Burlington Fire Department is taking over the Henderson County portion. It has also been reported, though, that the Nauvoo Ambulance is taking over all of Dallas City. The council will try to find out which is correct. In the meantime if you are in need of ambulance service, call 9-1-1, and they will get an ambulance dispatched to you as soon as possible.

Discussed the request from the Village of Pontoosuc to have the City of Dallas City annex the Village of Pontoosuc. It is the feeling of the council that it would not be in the best interest of the City of Dallas City to annex the Village of Pontoosuc at this time.

It was reported that the tree trimming on West Fourth Street, West Fifth Street, Creamery Hill Road, and Elm Street has been completed by Top Quality Tree Specialists. Discussed getting trees trimmed on East Fourth Street, east of the cemetery. There is also a tree at the old sewer plant that needs to be cut down. Top Quality Tree Specialists has informed the council that they would be willing to do the tree trimming on East Fourth Street, east of the cemetery, for $4,500 and to cut the tree down at the old sewer plant for $500. A motion was made by Olson, and 2nd by Newberry to hire Top Quality Tree Specialists to do the tree trimming on East Fourth Street, east of the cemetery, for $4,500, and to cut down the tree at the old sewer plant for $500. McDowell, Newberry, Northup, Olson, and Six AYE.

Commissioner Northup discussed the city's full-time employees compensation and a proposal to change the Sick/Personal Time that the full-time employees currently receive. Employees currently receive 6 days of Sick/Personal Time per year and 6 paid holidays. The proposal would increase the Sick/Personal Time that full-time employees receive to 12 days per year and add Veteran's Day as a paid holiday to bring the total number of paid holidays to 7. It would also increase the annual clothing/equipment allowance that the police officers receive $50 per year. This would make the allowance $150 per year for part-time officers and $250 per year for full-time officers. This will be discussed more at the next meeting.

Mayor Six discussed the idea of installing solar panels to provide electricity to the residents of Dallas City. This will be discussed more at a later date.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:25 p.m.
