City of Macomb Committee of the Whole met Feb. 27.

Here are the minutes provided by the committee:

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers on Monday, February 27, 2023 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Michael Inman called the meeting to order and roll call was taken, City Clerk Renee Lotz called the roll and the following were present: Aldermen Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Tammie Leigh Brown Edwards, and Dennis Moon. Alderman Ashley Katz was absent.

In addition to the Mayor, City Clerk and Aldermen, City Attorney Lisa Scalf, and Public Works Director Alice Ohrtmann were in attendance.

Public Comment. None

The first item on the agenda for discussion was on an ordinance to create a Class P plus SS plus OPC Liquor License application for Gurman Mart, LLC d/b/a Discount Liquor located at 342 West Jackson Street, Macomb, IL. This ordinance had first read at last Tuesday night meeting. Mayor Inman noted the petitioner was not present.

Alderman Brown-Edwards asked if there were time limits to the OPC supplement.

City Attorney Scalf explained that the petitioner did not apply for extended hours.

Alderman Brown-Edwards asked if additional lighting were necessary.

City Attorney Scalf stated that CDC Bannon and Fire Chief Meyer had walked the premise, and did not think any was necessary.

Alderman Wynn asked why the petitioner had requested an OPC.

Mayor Inman stated OPC was “open pour” and that was necessary for the petitioner to make application to the state for a gaming license.

Alderman Moon asked if food were going to be offered.

Mayor Inman stated no.

There was no further discussion and Mayor Inman stated it would be placed on the agenda for second reading and final action at next Monday night’s meeting.

The second item on the agenda for discussion was on an ordinance to amend Section 15-214 of the Municipal Code of Macomb to amend No Parking Zones at Madison Street north of East Pierce Street. This ordinance had first read last Tuesday night.

There was no discussion and Mayor Inman stated this would be placed on the agenda for second reading and final action at next Monday night’s meeting.

There being no further business to come before the Council, Alderman Wynn moved, seconded by Alderman Vigezzi to adjourn the meeting, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:23 p.m.
