City of Jacksonville City Council met March 27.

The Jacksonville City Council Meeting was called to order at 6:53 p.m. by Alderman Don Cook in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.
ROLL CALL: The following answered present: Aldermen Mike Bartlett, Don Cook, Kent Hannant, Brett Henry, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts, Eren Williams; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting was Mayor Andy Ezard. A quorum was declared.
CA Beard advised that on March 23, 2023 Mayor Ezard suffered a medical emergency but has since been released from the hospital and is now resting at home. Per CA Beard, Mayor Ezard wished to extend his thanks for the overwhelming support and kind messages he and his family have received. Because it is unknown when Mayor Ezard will return to work, a motion is needed to appoint Alderman Don Cook as Mayor Pro-Tem until such time as Mayor Ezard will return. Motion was made by Williams, seconded by Watts, to appoint Alderman Don Cook as Mayor Pro-Tem until the return of Mayor Ezard. By voice vote, motion carried.
MINUTES: Motion was made by Scott, seconded by Oldenettel, to approve the March 13, 2023 Minutes as presented in advance. By voice vote, motion carried.

Mayor Pro-Tem Cook asked for discussion. Ald. Oldenettel asked for confirmation that there are no other locations in town that these types of digital signs would be allowed. CA Beard provided that confirmation, but stated that there are a few billboards located on the east side of Morton Avenue coming into town that Lamar Advertising has indicated they may wish to put one of these types of signs in that area. If so, the request would still need to come before the Council for approval. If they go that direction, most of the other billboards would be removed.

OLD BUSINESS:
An informational letter regarding GFL trash and recycling services and providing dates for the upcoming Spring Cleanup Day will be included in resident’s upcoming utility bills. CC Bradshaw talked about the issues surrounding the new trash service. Ald. Oldenettel described her experience with trying to contact GFL, to no avail. CA Beard will be sending a letter to GFL outlining these issues, hoping that involving the City Attorney will move GFL to action. Ald. Oldenettel feels that there needs to be a direct line to customer service representatives at GFL so residents can call with their issues. Ald. Rubin de Celis also feels being billed incorrectly is another issue that needs to be addressed. With regard to the upcoming Spring Cleanup Day, CC Bradshaw wants everyone to know that if you do not have trash service with GFL, then GFL will not pick up any items set out on that day.
NEW BUSINESS:
Ald. Oldenettel advised that the first Neighborhood Cleanup day is scheduled for April 1st. She welcomes and encourages everyone to participate in this endeavor.
There will be a Planning & Public Works Committee Meeting on April 10th to discuss the traffic issues at Park Street and College Avenue.
ADJOURNMENT: With no further discussion, motion was made by Oldenettel, seconded by Scott, to adjourn into Executive Session at 7:17 p.m. to discuss Collective Bargaining.
