City of Waverly City Council met May 2.

Here is the agenda provided by the council:

1. Call to Order and Roll Call.

2. Pledge of Allegiance

3. Comments from the Floor

Lisa Palliser to request permission to place additional bikes and flowers around downtown.

Rick Whalen and Shane Gray to discuss new bid received regarding fixing the existing walls after demolition (issue held over from last month).

Matt Martin, of MMC Tech Solutions to discuss security cameras at Waverly Lake

Morgan Haycraft regarding “club” liquor license (issue held over from last month).

John Bostic regarding liquor license.

Judy Norris question about the Zoning Committee March 20th Meeting.

4. Approve Open Meeting Minutes from the April 4, 2023 Meeting and Special Meeting Minutes from the April 24, 2023 Meeting

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

6. Pay April Bills Due in May 2023

7. Municipal

Swear in Alderman Cleveland, Alderman Nagel and Alderwoman Robinette for the 2023 – 2027 term.

Discussion and possible approval to close the alley behind Wagon Wheel charity motorcycle event on Saturday, May 13th between 12:00 pm and 3:00 pm.

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: see memorandum from Benton & Associates for Drinking Water Construction Permit sent on 01/09/23 and Utility Easement Agreement between Franklin and Waverly.

On-going discussion. Discussion and possible action regarding the Illinois Transportation Enhancement Program (ITEP) and Open Space Lands Acquisition and Development (OSLAD) grant process. Nothing new at this time.

On-going discussion. Discussion and possible action regarding the IDOT 2024 Truck Access Route Program (TARP) for possible road improvement on Harker Street. The cost proposal was presented by Stefanie Ballinger of Benton & Associates for review. A decision by the city is pending.

8. Finance

1st reading of the Appropriations Ordinance for Fiscal Year 24.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding Salter Park: bathrooms and pavilion. Waverly Jr. Women’s Club is working a proposal.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). Mr. Souther is monitoring.

10. Police

Chief Johnson monthly reports.

Discussion and possible action regarding the purchase of a new squad car.

11. Utilities, Streets and Alleys

Discussion and possible approval of replacement (with a larger building) of the Salt Shed damaged by high winds on April 4, 2023. Insurance claim has been submitted and is in process.

Discussion and possible approval of plan to hire additional full-time employee(s).

Discussion and possible approval of hiring part-time mowing employee(s).

Discussion and possible approval of speed bumps on Curtiss and Vandalia.

12. Committee Reports

No committee meetings held

13. Zoning

Discussion and possible action regarding amending the Zoning Ordinance to add: Warehousing and Wholesale Trade. 1) Commercial and Industrial Warehousing Facilities, 2) Self-Service Storage Facilities, 3) Moving and Storage Facilities to Section 5.8 General Commercial District in the City of Waverly Zoning Ordinance book. The Zoning Committee is in agreed with this amendment.

14. Old Business:

On-going discussion. Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. The Clerk has submitted the required FY23 report.

NOTE: the Heavy Trash Clen-Up Day is now Saturday, May 13th instead of May 20th due to High School graduation.

15. New Business

Discussion and possible approval of committee assignments.

Discussion and possible approval of monetary donation for downtown flower project (Linda Seiz / Lisa Palliser)

1st reading of Ordinance Amending Chapter 19 (City Council).

16. Executive Session:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity.
