City of Waverly City Council met April 4

City of Waverly City Council met April 4.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were: Alderman Baines, Alderman Campbell, Alderman Cleveland and Alderman Gray. Alderman Nagel and Alderwoman Robinette were absent.

2. Pledge of Allegiance

3. Comments from the Floor

Rick Whalen and Shane Gray to discuss new bid received regarding fixing the existing walls after demolition. The City Council was presented with two bids concerning the repair of the buildings as a result of the demolition of properties at 129 and 143 North Pearl. The Council will review and consider possible assistance in this project.

Morgan Haycraft requested the City Council reissue a liquor license so that she can reopen Morgadilly’s as an event venue. All the current liquor licenses are is use. However, the City Council tabled this issue for further discussion.

Russ Walls to discuss zoning issues concerning the RS-1 zoning on East State Street. Mr. Walls is concerned he can find no record of this action by the City Council. Mayor Duewer said he would continue to look into this issue.

4. Approve Open Meeting Minutes from the March 7, 2023 Meeting

Alderman Campbell moved, second by Alderman Cleveland to approve the minutes as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Baines moved, second by Alderman Campbell to approve the reports as presented. All present voted aye.

6. Pay March Bills Due in April 2023

Alderman Cleveland moved, second by Alderman Gray to pay the March bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: see memorandum from Benton & Associates for Drinking Water Construction Permit sent on 01/09/23 and Utility Easement Agreement between Franklin and Waverly.

On-going discussion. Discussion and possible action regarding the Illinois Transportation Enhancement Program (ITEP) and Open Space Lands Acquisition and Development (OSLAD) grant process. Nothing new at this time.

On-going discussion. Discussion and possible action regarding the IDOT 2024 Truck Access Route Program (TARP) for possible road improvement on Harker Street. The application has been presented to IDOT and notification of approval was received via Stefanie Ballinger of Benton & Associates.

Stefanie Ballinger of Benton & Associates was in attendance and presented the City Council with a cost proposal for the Harker Street project, of which the State of Illinois, IDOT will pay $52,600. The City Council will review and discuss further at May meeting.

8. Finance

No report.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding Salter Park: bathrooms and pavilion. Waverly Jr. Women’s Club is working a proposal.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). Mr. Souther is monitoring.

10. Police

Chief Johnson monthly reports were presented with no unusual incidents reported. The security camera project at the lake continues to be a work in progress. An update will be presented next month.

The possible purchase of a new squad car continues to be a work in progress as finding available vehicles is difficult.

Alderman Cleveland moved, second by Alderman Gray to approve the pay increase for the full-time officer, Isaac Turner, effective 03/01/23. All present voted aye.

11. Utilities, Streets and Alleys

Results of the ICC Audit conducted on March 21, 2023, regarding gas service was received and the City of Waverly is in compliance with no outstanding violations.

Discussion and possible approval of plan to hire additional full-time employee(s) was tabled for further discussion.

Alderman Baines moved, second by Alderman Cleveland to approve of the purchase of a Vacuum Excavator Trailer. All present voted aye.

12. Committee Reports

No committee meetings held

13. Zoning

Alderman Baines moved, second by Alderman Gray to hold a Public Hearing on Monday, April 24, 2023, for the purpose of amending the Zoning Ordinance to add: Warehousing and Wholesale Trade. 1) Commercial and Industrial Warehousing Facilities, 2) Self-Service Storage Facilities, 3) Moving and Storage Facilities to Section 5.8 General Commercial District in the City of Waverly Zoning Ordinance book. The Zoning Committee is in agreement with this amendment.

14. Old Business:

On-going discussion. Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. The Clerk will complete the FY23 report which is due by April 30, 2023.

15. New Business

Alderman Cleveland moved, second by Alderman Baines to begin the bid process for the properties at 338 East State and 398 West Tremont. All present voted aye.

16. Executive Session:

Alderman Cleveland moved, second by Alderman Gray to enter Executive Session at 7:53 pm to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity. Alderman Gray moved, second by Alderman Campbell to re-enter Open Session at 8:30 pm. All present voted aye.

17. Adjourn

Alderman Cleveland moved, second by Alderman Gray to adjourn at 8:33 pm. All present voted aye.
