City of Dallas City City Council met April 12.

The Dallas City City Council held its regular meeting on April 12, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Mike Clanton, Doris Harman, Anne Thompson, Erica Stewart, Doug Erickson, Tracy Markey, Gary Smith, and Josie Finch.
A motion was made by Newberry, and 2nd by Olson to accept the minutes of the March 22, 2023, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Doris Harman appeared on behalf of the Golden Age Senior Citizens. They would like to put a memorial bench on the sidewalk in front of the Dallas City Township building at 354 Oak Street. The township has already given their approval, and they would like the city's approval. The council has no problem with them doing this and gave their approval.
Mike Clanton discussed the water main shut off valve near the intersection of Orchard Street and Chestnut Street and the one at the city water tank. The city will contact Lavadiere Construction to see if they could check these valves. Mr. Clanton also discussed the hooking up of a new water line from his house to an existing water line that is no longer in use, due to the residence no longer being there, or hooking into a water main that is not currently being used. This will be discussed more at the next meeting.
Mr. Clanton also discussed the fence on the north side of the city cemetery.
Erica Stewart appeared on behalf of the Dallas City Athletic Booster Club. They are trying to raise money and would like for the city to consider making a donation. A motion was made by Northup, and 2nd by Newberry to donate $200 to the Dallas City Athletic Booster Club. McDowell, Newberry, Northup, Olson, and Six AYE.
Doug Erickson discussed the lead water line survey. The deadline to file for the grant funds that are going to be available is the end of the month. The council requested that the engineer apply for the grant funds for the city. He also discussed the Facility Plan for the sewer lift station project.
Discussed the 2023 Motor Fuel Tax Resolution. The engineer and Mayor Six recently drove the streets and alleys in town and determined which ones need to be addressed this year. The estimated cost for the proposed work is $43,843. A motion was made by Northup, and 2nd by Olson to approve the 2023 Motor Fuel Tax Resolution for $45,000. Police Chief Gary Smith gave his monthly report for March 2023. Our police officers recently participated in an Active Shooter Drill at the Carthage Middle School. The department has received the kiosk to begin receiving expired or unused medications, including over-the-counter medicines, for the Drug Take Back Program. Items that are NOT accepted include herbal remedies, vitamins/supplements, pet medications, other personal care products, cosmetics, medical device batteries, thermometers that contain mercury, sharps/needles, and illicit drugs. The kiosk is located inside the police station at 120 West First Street. If no one is there, call the city police number, 217- 852-3713, and leave your name and phone number. Someone will get back to you and set up a time for you to drop your items off.
Police Chief Smith has completed the 2022 In-Car Camera report and submitted it to Springfield, as required, for the 2021 In-Car Camera Grant.
The BNSF Railroad has notified the city that all of the railroad crossings in town, except the one on Oak Street, will be closed the week of April 16 for repairs. It is not known at this time how long they will be closed.
Discussed a problem with dogs barking continuously and running at large. Chief Smith reported that there was a citation issued to a resident recently for allowing their dog to be running at large.
