City of Waverly City met Council May 2.
Here are the minutes provided by the council:
1. Call to Order and Roll Call.
Mayor Duewer called the meeting to order ay 7:00 pm. Present were: Alderman Baines, Alderman Campbell, Alderman Cleveland, Alderman Gray, Alderman Nagel and Alderwoman Robinette.

3. Comments from the Floor
The City Council approved the request of Lisa Palliser to place additional bikes and flowers around downtown area.
Rick Whalen and Shane Gray to discuss new bid received regarding fixing the existing walls after demolition (issue held over from last month). Mr. Whalen was not present, however Mr. Gray reported to the Council that Mr. Whalen is moving forward with repairs to the outside wall of his building. A decision regarding the outside wall of Mr. Gray’s building remains under review.
Matt Martin, of MMC Tech Solutions to discuss security cameras at Waverly Lake did not appear, however a letter was submitted for review by he Council for further discussion at the next meeting.
Morgan Haycraft submitted an application for a “club” liquor license, along with the Bylaws of Morgadilly’s, Inc. The application is under review by the Council and the City Attorney. A decision is pending.
John Bostic stated that the Patriot’s Pub is planning to open for business within the next two (2) weeks.
Judy Norris stated that she no longer needed to address the Council regarding the Zoning Committee March 20th Meeting.
4. Approve Open Meeting Minutes from the April 4, 2023 Meeting and Special Meeting Minutes from the April 24, 2023 Meeting
Alderman Campbell moved, second by Alderman Nagel to approve the minutes of the April 4, 2023, City Council Meeting and the minutes of the April 24, 2023, Special Meeting as present. All present voted aye.
5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer
Alderman Nagel moved, second by Alderwoman Robinette to approve all reports as presented. All present voted aye.
6. Pay April Bills Due in May 2023
Alderman Cleveland moved, second by Alderman Nagel to pay the April bills as presented. All present voted aye.
7. Municipal
Mayor Duewer swore in Alderman Cleveland, Alderman Nagel and Alderwoman Robinette for the 2023 – 2027 term.
Alderman Campbell moved, second by Alderman Cleveland to allow closure of the alley behind Wagon Wheel for a charity motorcycle event on Saturday, May 13th between 12:00 pm and 3:00 pm. All present voted aye.
On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: see memorandum from Benton & Associates for Drinking Water Construction Permit sent on 01/09/23 and Utility Easement Agreement between Franklin and Waverly. THIS ISSUE CONTINUES TO BE PENDING.
On-going discussion. Discussion and possible action regarding the Illinois Transportation Enhancement Program (ITEP) and Open Space Lands Acquisition and Development (OSLAD) grant process. Nothing new at this time.
On-going discussion. Discussion and possible action regarding the IDOT 2024 Truck Access Route Program (TARP) for possible road improvement on Harker Street. The cost proposal was presented by Stefanie Ballinger of Benton & Associates for review. A decision by the city is pending. The Clerk was asked to contact Ms. Balinger regarding time limits on the grant money.
8. Finance
1st reading of the Appropriations Ordinance for Fiscal Year 24. The second reading and submission of possible changes will be discussed at the June City Council meeting.
9. Parks, Lakes, and Recreation
On-going discussion. Discussion and possible action regarding Salter Park: bathrooms and pavilion. Waverly Jr. Women’s Club is working a proposal.
On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). Mr. Souther is monitoring.
10. Police
Chief Johnson reported nothing unusual during his monthly reports.
Alder Gray moved, second by Alderman Cleveland to approve the purchase of a new squad car from Westown Ford. All present voted aye.
11. Utilities, Streets and Alleys
Alderman Cleveland moved, second by Alderman Campbell to approve the replacement (with a larger building) of the Salt Shed damaged by high winds on April 4, 2023. As reported by Mr. Lyons, per discussion with the City’s Insurance Representative, up to $15,000 will be paid by insurance. All present voted aye.
A decision regarding approval of the hiring additional full-time employee(s) continues to be under review.
The Council took no action regarding the hiring part-time mowing employee(s) on a temporary basis.
Discussion and possible approval of speed bumps on Curtiss and Vandalia will be placed on the June agenda.
12. Committee Reports
No committee meetings held
13. Zoning
Alderman Gray moved, second by Alderman Campbell to approve amending the Zoning Ordinance to add: Warehousing and Wholesale Trade. 1) Commercial and Industrial Warehousing Facilities, 2) Self-Service Storage Facilities, 3) Moving and Storage Facilities to Section 5.8 General Commercial District in the City of Waverly Zoning Ordinance book. All present voted aye.
14. Old Business:
On-going discussion. Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. The Clerk has submitted the required FY23 report.
It was again announced that the Heavy Trash Clen-Up Day is now Saturday, May 13th instead of May 20th due to High School graduation.
15. New Business
There is no change in the City of Waverly Committee assignments.
Alderman Cleveland moved, second by Alderwoman Robinette to approve a monetary donation for downtown flower project. All present voted aye.
1st reading of Ordinance Amending Chapter 19 (City Council). The final reading and possible approval will be discussed at the June City Council meeting.
The June City Council will be moved from Tuesday, June 6th to Tuesday, June 13th.
16. Executive Session:
The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity.
