City of Waverly City Council met Sept. 5.

Here is the agenda provided by the council:

1. Call to Order and Roll Call.

2. Pledge of Allegiance

3. Comments from the Floor

Shelby Dowson. Globe Life Insurance to discuss coverage for employees.

Darla Stewart, Waverly Public Library: update on window project and new Library Board Members. Discussion and possible action approving new Library Board Members.

Russ Walls – Open Meetings Act and FOIA Requests

4. Approve Open Meeting Minutes from the August 01, 2023 Meeting

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

6. Pay August Bills Due in September 2023

7. Municipal

Discussion and possible action to appoint an individual to fill the vacant Ward 1 seat on the City Council.

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: see memorandum from Benton & Associates for Drinking Water Construction Permit sent on 01/09/23 and Utility Easement Agreement between Franklin and Waverly. The latest report is that the project could take another two (2) years before work will begin.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years. Greg Hillis, Benton and Associates has prepared and submitted our grant application.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved and awaiting the $90,000.

10. Police

Chief Johnson monthly reports.

Discussion and possible action regarding Security Cameras at Waverly Lake.

11. Utilities, Streets and Alleys

Discussion and possible action regarding rate increase (Apple Creek) and new metering system for the City of Waverly customers.

Discussion and possible action regarding purchase of a pump (diesel powered) for use for water main breaks and sewer problems.

Discussion and possible action regarding CDS Office Technologies quote for back up information to provide additional protection for the City’s computers.

Discussion and possible approval of letter notifying customers of impending shutoff of utilities.

16. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.
