City of Dallas City City Council met July 26.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on July 26, 2023, at 5:30 p.m. In the absence of Mayor Kevin Six, Finance Commissioner Peggy Newberry called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Rich Howe, Doug Erickson, Tracy Markey, Gary Smith, and Josie Finch.

A motion was made by Olson, and 2nd by McDowell to accept the minutes of the June 28, 2023, and July 12, 2023, meetings. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

Anne Thompson asked about vehicles that are sitting along city streets that do not have any license plates on them. The police chief will check on these vehicles.

Rich Howe inquired about garbage that was piled up in front of a house in town. The council thinks that the property owner has taken care of this, but someone will check on it.

Discussed the clean up of some trees that were damaged in the storm last month. The council intends to have the these trees cleaned up this fall when it is cooler.

Police Chief Gary Smith reported that the city hall/police station building and garage have been sprayed for spiders.

Discussed vehicles being parked in the wrong direction.

Doug Erickson reported that the Illinois Department of Natural Resources has an Open Space Lands Acquisition and Development (OSLAD) Grant available. He reported that this grant could not be used for the boat dock area, but that something like a walk-way around the Wetlands area would qualify. The engineering fees for applying for this grant would be approximately $6,000. Mr. Erickson will meet with some of the council members next week to discuss some possible things that this grant could be used for.

Discussed the lead service line project.

Tracy Markey reported that the weeds around the sewer lagoon need to be sprayed again. Discussed purchasing a sprayer and doing the spraying ourselves. This will be discussed more at the next meeting.

Discussed the grills that are sitting on the sidewalk along Oak Street.

Jim Trout has looked at the gate at the city cemetery. He feels that the gate needs to be replaced and is not worth repairing. He also is planning on putting up a temporary fence around the old high school for the city celebration.

It was reported that the air conditioner in the backhoe is not working. It was decided to check with Melton's Auto to see if it is anything they can repair or if we need to contact someone else.

The city attorney discussed the appropriations ordinance for the 2023-2024 fiscal year. Since there were no objections presented at the public hearing that was held prior to tonight's meeting, a motion was made by McDowell, and 2nd by Olson to pass Ordinance #675 for the making of appropriations for the May 1, 2023, to April 30, 2024, fiscal year. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

The meeting was adjourned at 6:18 p.m.
