City of Barry City Council met Oct. 2.

Here are the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order .He then led all present in the Pledge of Allegiance. All elected officials were present. Mayor Rennecker moved the meeting to Public Comments. Cindy Williams’s co owner of Bro’s BBQ from Quincy, IL requested electrical upgrades for all vendors at Lafayette Park. She said now it is 15 amp accessibility and most food service trucks require 50 amps. The lack of electrical service increases fire hazard and unable to provide food safety. She stated they had plugs and cords melted and smoking. Steve Schultz said we became aware of this problem but not in time to change it. She was thanked for bringing this to the council’s attention and they would look into the electric needs at the park.

April Stolte spoke about the burnouts following the Apple Festival. She thought that lack of communication lead up to the problems following the car show. She stated more secure rules and guide lines need to be put in place. Also, at one time it was just the cars from the car show that people would watch as they left town. Mayor Rennecker explained why the police was there and why. Sheriff Greenwood had sent him a message that after the accident that happened Saturday night he informed his officers to be there and if anyone did burnouts they were to be arrested. As soon as he received the message he contacted the Apple Festival Committee and they announced it several times throughout the day that there would be no burn-outs. Andrew Conley said someone has to be responsible and Debbie Harshman stated in years past it came down to insurance. Debbie Harshman made a motion to go into executive session at 7:22 pm and Bridget Cramsey seconded the motion.

Council returned from executive session at 8:52 pm.

Bridget Cramsey approved the minutes from the September meeting and Justin Puterbaugh seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Debbie Harshman made a motion to approve payment of the bills and Marynel Corton seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Officer John Pennock gave the police report. He stated there had been 53 separate incidents including a violation of order of protection. Mayor Rennecker had request to have them watch the traffic on Pratt St and El Dara blacktop.

Robert Snyder gave the Public Works Director report. They got things ready for the Apple festival and worked on roads to be oiled and chipped. They cleaned up after the festival and got the stage down and put away. He and Max Middendorf measured the tank at the pool. Max said he will contact vendors that can do measurements and all piping will have to be dismantled. Robert said we need to update filters and pipe. Debbie Harshman asked if water meters are read every time or estimated. Robert said they are read.

Jeff Hogge gave the City Administrator report. He helped with the city clean-up and they had 6 dumpsters full. He took water samples to St Louis, helped with putting up the stage for Apple Festival and marked course for the 5K run. Jeff stated that someone sitting at this table is retiring after 31 years of service. Mayor Rennecker thanked Robert for his 31 years of working at the City.

Mayor Rennecker said we had a donation request for Barry Apple Festival Queen Scholarship. Steve Schultz made a motion to donate $200 and Scott Harris seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Mayor Rennecker said we have a demolition bid from Bob Armistead in the amount of $1600 for the Sweetin garage. This includes removal of garage and floor and haul away to landfill. Steve Schultz made a motion to approve the bid and Debbie Harshman seconded the motion.

Mayor Rennecker said we had $8000 left from a project that came in less than was expected. He asked if we could pass this on to Russell Ward, who purchased the Wendorff building so he could use for repair of the back wall. Marynel Corton made a motion to approve giving the $8000 to Russell Ward for improvements and Justin Puterbaugh seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve the motion. The discussion on the Flock cameras was tabled to later time.

Bridget Cramsey made motion to adjourn and Steve Schultz seconded the motion. Meeting adjourned at 8:25 p.m.
