City of Waverly City Council met Oct. 3.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Gray, Alderman Nagel and Alderwoman Robinette. Alderman Campbell was absent.

2. Pledge of Allegiance

3. Comments from the Floor

Barry Austin regarding Lake Project. Mr. Austn did not appear at the meeting.

Russell K. Walls regarding the Open Meetings Act / Ethics matters. Mr. Walls expressed concerns to the Council and left a document on the Council table.

4. Approve Open Meeting Minutes from the September 05, 2023 Meeting

Alderman Nagel moved, second by Alderman Baines to approve the Minutes of the September 5, 2023, City Council Meeting. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Gray moved, second by Alderman Nagel to approve all reports as presented. All present voted aye.

6. Pay September Bills Due in October 2023

Alderman Nagel moved, second by Alderwoman Robinette to pay all September bills as presented. All present voted aye.

7. Municipal

Alderman Nagel moved, second by Alderman Gray appoint Steve Smith to fill the vacant Ward 1 seat on the City Council. All present voted aye. Mr. Smith was sworn in by Mayor Duewer and then took his seat at the Council table for the remainder of the meeting.

Alderman Gray moved, second by Alderman Nagel to approve the transfer of ownership/liquor license of Waverly Gas Mart. All present voted aye.

Alderman Gray moved, second by Alderman Baines to approve Ordinance & Resolution regarding (MABAS) for the Waverly Volunteer Fire Department and Rescue Squad. All present voted aye.

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance.

8. Finance

Initial discussion regarding the FY24 Tax Levy. The Council is to provide comments, suggestions, changes, etc. to the Clerk for submission to the City Attorney. First reading will be at the November meeting and final approval in December.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000.

** NOTE: We have received the necessary documents and need to have a discussion concerning how to proceed.

Alderman Gray moved, second by Alderman Nagel to approve Jeff Boeckler, Northwater Consulting, to handle the administration process for the Waverly Lake Shoreline Stabilization Project. All present voted aye.

10. Police

Chief Johnson presented his monthly report with no unusual incidents to report. The City did issue ordinance violations for trash and abandoned/inoperable cars.

Alderman Baines moved, second by Alderwoman Robinette to purchase of “Lunch with a Cop” t-shirts for those chi9ldren who attend the luncheon with Chief Johnson. Alderwoman Robinette will be the point person. All present voted aye.

11. Utilities, Streets and Alleys

A meeting of the Gas, Water & Sewer Committee will be set for Thursday, October 12, 2023, at 7:00 pm to discuss a possible rate increase (Apple Creek).

12. Committee Reports

No reports

13. Zoning

The City Clerk was directed to place a notice in the Waverly Journal to ask for interested parties to contact City Hall if they want in join the Zoning Committee.

14. Old Business

None to discuss.

15. New Business

The City Clerk was directed to place a notice in he Waverly Journal regarding re-bid of the Turner Farm (the current lease expires 02/28/24).

Alderman Baines moved, second by Alderman Nagel to set Trick-or-Treat hours for Tuesday, October 31, from 5:30 pm until 8:30 pm at houses with porch lights on. All present voted aye.

16. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

Alderman Nagel moved, second by Alderman Gray to enter Executive Session at 7:40 pm.

Alderman Gray moved, second by Alderman Baines to re-enter Open Session at 8:05 pm.

17. New Business

Alderman Nagel moved, second by Alderman Baines to have Mayor Duewer contact the two successful bidders for a full-time General Laborer for the City. All present voted aye.

18. Adjourn

Alderman Robinette moved, second by Alderman Nagel to adjourn at 8:07 pm.
