City of Macomb Committee of the Whole met Oct. 9.

The Committee of the Whole, of the Macomb City Council, met in the City’s Council Chambers on Monday, October 9, 2023 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.
Mayor Inman called the meeting to order and roll call was taken, Deputy Clerk Jennifer Cerven called the roll and the following were present: Aldermen Justin Schuch, John Vigezzi, Byron Shabazz, Dave Dorsett, Ashley Katz, Don Wynn, and Dennis Moon.
In addition to the Mayor, Deputy City Clerk, and Aldermen, City Administrator Scott Coker, City Attorney Lisa Scalf, City Clerk Renee Lotz, CDC John Bannon, and City Treasurer Andrea Henderson were present.
Public Comment: None
The first item on the agenda for discussion was on an ordinance to create a Special Event Liquor License for the McDonough District Hospital Foundations Annual Jingle and Mingle Event. This ordinance had first reading at last Monday night council.
There was no discussion and Mayor Inman stated the item would be placed on the agenda for second reading and final action at next Monday night’s council meeting.
The second item on the agenda for discussion was on adopting resolution accepting a grant award of $487,000.00 for Strong Communities Program Round #2 Grant. A memorandum from CDC Bannon was provided.
CDC Bannon stated this was Round #2 of the Illinois Housing Development Authority Strong Communities Program Grant. A total of $200,000.00 was received during the first round, and is being used for demolitions. This grant would be used in combination of demolitions, acquisitions, and rehabilitations. Original amount applied for was $650,00.00, with 15 demolitions and 5 rehabilitations. CDC Bannon stated the amount received was $487,000.00, and anticipate being able to complete 11 demolitions, and 3-4 rehabilitations. The grant will be administered by the Western Illinois Regional Council.
Alderman Vigezzi asked if there was a matching component to this grant.
CDC Bannon stated there is not a match, and believes this is a good opportunity for the city to do this without having to use any financial resources.
There was no further discussion and Mayor Inman stated the item would be placed on the agenda for final action at next Monday night’s council meeting.
There being no further business to come before Council, Alderman Dorsett moved, seconded by Alderman Vigezzi to adjourn the meeting, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:27 p.m.
