CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held on Monday, November 6, 2023, and the Committee of the Whole meeting held on Monday, November 13, 2023.

2. Treasurer’s Report for October.

PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meetings will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

1. Consideration to approve Renewal of City of Macomb Employee Health Insurance with Tokio Marine HCC for 12 months, Consociate as Third-Party Administrator, and Dansig the local Representative.

This was recommended by General Government Committee. Final action is in order.

2. Consideration to approve Renewal of Property/Liability/Workers Compensation Insurance with Illinois Counties Risk Management Trust (ICRMT) and Pumo Insurance as Representative.

This was not discussed at General Government as stated prior. Clerk’s apologies. Final action is in order.

3. Consideration to approve to reject all RFP’s received October 27, 2023 for E-Citation Software for the Macomb Police Department.

A memo is attached from Police Chief Hamer. Final action is in order.

4. Consideration of an ordinance to Provide for the Levy and Collection of Taxes for the Year 2023, Payable 2024 for the City of Macomb, McDonough County, Illinois.

A copy of the ordinance is attached. City Attorney Scalf will present for first reading.

5. Consideration of an ordinance to Abate the Direct Annual Tax Levied for 2023 to pay the Annual Debt Service on $2,275,000 in General Obligation Refunding Bonds (Waterworks Alternate Revenue Source), Series 2016 and $4,010,000 in General Obligation Refunding Bonds, (Infrastructure Projects Alternate Revenue Source), Series 2020.

A copy of the ordinance is attached. City Attorney Scalf will present for first reading.

6. Consideration to authorize Awarding the Bid for a Filter Backwash Pump Replacement for Water Treatment Plant to G.A. Rich & Sons, Inc. in the amount of $30,560.00.

Attached is a memo from PW Director Ohrtmann along with a copy of the bid tab. Final action is in order.

RE-APPOINT JANINE CAVICCHIA TO THE EQUAL OPPORTUNITY FAIR HOUSING COMMISSION EXECUTIVE SESSION

To consider information relative to:

a) Appointment, employment, compensation, discipline, performance, or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2(c) (1) of the Open Meetings Act.

b) Collective Bargaining matters between the public body and its employees or representatives or deliberations concerning salary schedules for one or more classes of employees, pursuant to Sec. 2(c) (2) of the Open Meetings Act.

c) Selection of a person to fill a public office, including a vacancy in a public office or the discipline, performance, or removal of the occupant of a public office, pursuant to Sec. 2(c)(3) of the Open Meetings Act.
