City of Dallas City Council met Oct. 23.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on October 25, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Michelle Gold, Doug Erickson, Gary Smith, and Josie Finch.

A motion was made by McDowell, and 2nd by Newberry to accept the minutes of the October 11, 2023, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Doug Erickson discussed the violation notice that the city has received from the Illinois Environmental Protection Agency regarding the sewer lagoon. A conference call is taking place October 26, 2023, with the IEPA. Mr. Erickson, Chris Parra of TEST Inc., and Mayor Six will be taking part in this conference call.

Mr. Erickson also discussed the Lead Service Line Project. He has not received much information from TEST Inc. regarding this, and he is going to contact them regarding it and try to get this done by April 2024.

Michelle Gold discussed the tree limbs along Greeky Hill on West Fifth Street and the potential problems that she feels that they could cause.

The Dallas City American Legion is planning on serving hot dogs and beverages on October 30 at Knapps Park for Trick-Or-Treat. They have requested that Pine Street between West Third Street and West Fourth Street and the alley between West Third Street and West Fourth Street from Cedar Street to Pine Street be closed for this event. A motion was made by Olson, and 2nd by Northup to close the requested street and alley for the Dallas City American Legion's hot dog supper on October 30, 2023. McDowell, Newberry, Northup, Olson, and Six AYE.

Police Chief Gary Smith reported that he has met with the representative from Motorola regarding the body cameras. The representative gave a demonstation on how they work. He is working on getting the city a quote. Chief Smith hopes to have the quote for the next meeting. Chief Smith also reported that there appears to possibly be some kind of state grant available to be used for the cost of these body cameras. He is going to research it more.

Josie Finch discussed a grant that the Illinois Farm Bureau is making available. She will check more into this for the city.

It was reported that the new back tires were installed on the backhoe today.

Commissioner McDowell reported that Jim Trout has received a call from the property owners of the old high school building regarding an estimate for the installation of a permanent fence around the south end of the property only.

Discussed removing the gates at the city cemetery. It was decided to have Jim Trout give the city an estimate for the cost to remove these gates.

Discussed having the street employee removing the old storage building at the cemetery since it is in very poor condition.

Discussed the buildings at 380, 386, and 396 Oak Street.

Discussed the levy and assessment of taxes for the 2023-2024 fiscal year. Since there were no objection presented at the public hearing held prior to the July 26, 2023, city council meeting, a motion was made by Northup, and 2nd by McDowell to pass Ordinance #677 for the levy and assessment of taxes for the May 1, 2023, to April 30, 2024, fiscal year. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Olson, and 2nd by McDowell to donate $200 to the Dallas City American Legion for their hot dog supper being held on Trick-Or-Treat night. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed purchasing shirts embroidered with something like “Dallas City Maintenance” for the streets employee to wear while working. This will be discussed more at the next meeting.

Discussed replacing the roof on the old ready-mix building that the city now owns. Mayor Six will try to get an estimate for this job.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:19 p.m.
