City of Macomb Committee of the Whole met Nov. 13.

Here are the minutes provided by the committee:

The Committee of the Whole, of the Macomb City Council, met in the City’s Council Chambers on Monday, November 13, 2023 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Inman called the meeting to order and roll call was taken, Deputy Clerk Jennifer Cerven called the roll and the following were present: Aldermen Justin Schuch, John Vigezzi, Byron Shabazz, Dave Dorsett, Ashley Katz, Don Wynn, and Dennis Moon.

In addition to the Mayor, Deputy City Clerk, and Aldermen, City Administrator Scott Coker, City Attorney Lisa Scalf, and Chief of Police Jeff Hamer were present

Public Comment: None

The first item on the agenda for discussion was Renewal of City of Macomb Employee Health Insurance with Tokio Marine HCC for 12 months, Consociates as Third -Party Administrator, and Dansig the local Representative. This was recommended by the General Government Committee.

CA Coker presented a memorandum highlighting employee health insurance. The General Government Committee was presented a proposal by Travis Schmidt and Andrea Leinbach of Dansig Insurance Risk Providers for renewal of employee health insurance, (Tokio Marine HCC), on November 2, 2023. The City is partially self- funded, and assumes claim coverage up to $50,000.00 per person claim; and has a reinsurance policy from Tokio Marine HCC to cover cumulative claim amounts over $50,000.00. Next year’s expected plan cost is $2,948,686, including administration, reinsurance premium, and claims paid, last year it was $2,130,906.

The City insurance trust fund is estimated to be $1.7 million on April 30, 2024, which is down from $2.1 million on April 30, 2023. There has been an increase in claims this year, claim percentage of 95% which is ideally closer to 80%. With the increase in claims, and projected higher cost next year, staff recommended to General Government Committee the employee (5%)/city (12%) premiums be raised as follows; Single Premium $1,065.28 from $951.15 per month, Family Premium $2,227.53 from $2,165.00 per month. The employee’s family premium will increase to $154.65 for 26 pay periods, $147.28. Approximate change to the city, $242,000.00, and $141,000.00 coming from the General Fund. The city pays 100% of the employee coverage, there being no increase to single coverage. The General Government Committee recommended the city accept the plan proposal, and continue with Consociate as the third-party administrator, and Dansig as the local representative, Tokio Marine HHC as the reinsurance policy, and to raise the rates as explained.

Dansig Representative Andrea Leinbach presented the Plan Performance Review for 2023. She stated the following changes and increases for the plan.

Gender-affirming surgeries (optional)

Specific Reporting 2022-2023: 5 claims over specific detectable of $50,000.00.

Specific Reporting 2023 YTD: 5 claims over specific deductible.

Over Specific net total fund YTD: $142,401.03.

Aggregate Reporting 2022-2023: 87.6% loss ratio.

Aggregate Reporting 2023 YTD: increase of 95.1%

Financial Overview:

Total charges 2022 $2,986.864.01 - 2023 YTD $12,033,760.84.

Average Claim Cost 2022 $419.75 – 2023 YTD $463.25.

There was no further discussion and Mayor Inman stated the item would be placed on the agenda for final action at next Monday night’s council meeting.

The second item on the agenda for discussion was Renewal of Property/Liability/Workers Compensation Insurance with Illinois Counties Risk Management Trust (ICRMT) and Pumo Insurance as Representative.

CA Coker presented a memorandum highlighting Property/Liability/Workers Compensation Insurance. He stated the insurance is administered locally through Pumo Insurance and the Illinois Program Managers Group (IPMG) with Illinois Counties Risk Management Trust (ICRMT) being the underwriter. The Cities comprehensive includes risk management and loss control services including Public Works training (slips, trips, and falls safety training), Police Department training (use of force), claims management services, open door legal consultation, and loss analysis and trending. Most coverages have included a $1,000,000-$3,000,000 limit with an excess limit of $9,000,000. The total annual premium for this coverage is $750,066.00 an increase from the previous premium of $735,348.00 which represents a 2% increase. The program year for the policy is December 1, 2023 to December 1, 2024. CA Coker stated he is requesting approval to renew the policy.

Pumo Insurance Representative Chris Pumo presented an Illinois Counties Risk Management Trust Insurance Program Policy for 2023-2024. He gave a brief overview on the following coverages;

Mr. Pumo Stated there were grants offered through the program, and through the course of the year, there have been a total of $10,000.00 worth of grants administered for; equipment for the Police Department, defibrillator devices for the Fire Department, and training services.

There was no further discussion and Mayor Inman stated the item would be placed on the agenda for final action at next Monday night’s council meeting.

Alderman Vigezzi moved, seconded by Alderman Dorsett to Adjourn into executive session to discuss information relative to: a) Appointment, employment, compensation, discipline, performance, or dismissal of an employee of the public body, pursuant to Sec. 2 (c)(1) of the Open Meetings Act., on question being put, Aldermen Schuch, Vigezzi, Shabazz, Dorsett, Katz, Wynn, and Moon being all Aldermen voting “Aye” on roll call and no “Nay’ votes on roll call, Mayor Inman declared the motion carried and they adjourned into executive session at 5:46 p.m.

Alderman Dorsett moved, seconded by Alderman Vigezzi to move back into open session, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned back into open session at 5:55 p.m.

There being no further business to come before Council, Alderman Vigezzi moved, seconded by Alderman Moon to adjourn the meeting, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:55 p.m.
