City of Macomb Committee of the Whole met Dec. 26.

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers on Tuesday, December 26, 2023 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.
Mayor Inman called the meeting to order and roll call was taken, City Clerk Renee Lotz called the roll and the following were present: Aldermen John Vigezzi, Dave Dorsett, Don Wynn, and Dennis Moon. Aldermen Justin Schuch, Byron Shabazz, and Ashley Katz were absent.
Also, in attendance were, City Administrator Scott Coker, City Attorney Lisa Scalf, and Operations Commander Tom Duvall.
Public Comment. None
The first item on the agenda for discussion was on an ordinance to create a Special Event Liquor License for the St. Paul Triva Night Event. This had first reading last Monday night. The applicants were not in attendance and there was no discussion. Applicants did attend and present their request before the council last Monday night. Mayor Inman stated it would be placed on the agenda for second reading and final action at next Tuesday night’s council.
The second item on the agenda for discussion was on an ordinance to create a Special Event Liquor License for the Macomb Art Center’s Annual Battle of the Brushes Event. This had first reading last Monday night. The applicants were not in attendance and there was no discussion. Applicants did attend and present their request before the council last Monday night. Mayor Inman stated it would be placed on the agenda for second reading and final action at next Tuesday night’s council.
The third item on the agenda for discussion was on Retention Incentive Bonuses for the Macomb Police Department Lieutenants and above. This was approved for Sergeants and below at the December 4, 2023 council meeting. Operations Commander Tom Duvall was present to request permission be granted for the retention incentive. He read Chief Hamer’s memo siting the following;
The grant was awarded through the Illinois Training and Standards Board (ILETSB) to help improve retention, recruitment, and wellness of officers. Parameters of the grant are for sworn personnel. The council approved on December 4, 2023 the bonuses for Sergeants and Officers. They had reserved retention checks for those above Sergeant until further budgeting, spending plans, and other grant activities could be made. The request is for the completion of the grant funded intentions for the rank of Lieutenant and above, 4 employees. As previously required, signed retention contracts will be required, provisions for medical retirement, disability, and retirement upon completion of 20 years’ service.
Mayor Inman stated essentially, it’s the same program approved a few weeks ago, the idea at the time was that you weren’t sure of how far the grant funds were going to go, and now you can extend the same retention bonuses to the Lieutenants.
Operations Commander Duvall stated yes.
There was no further discussion and Mayor Inman stated this would be placed on the agenda for final action at next Tuesday night’s council.
There being no further business to come before the Council, Alderman Dorsett moved, seconded by Alderman Wynn to adjourn the meeting, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:20 p.m.
