CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held on Tuesday, January 16, 2024, and Committee of the Whole meeting held on Monday, January 29, 2024.

1. Consideration of an Ordinance to Create a Class V plus SS Liquor License for KSH Enterprises Inc. d/b/a Jackpot on Jackson located at 108 Scotland in Macomb, IL.

City Attorney Scalf will present for first reading. A copy of the ordinance is attached.

2. Consideration of an Ordinance to Authorize the Issuance of a Special Use Permit to allow First Floor Residential in a B-3 Downtown Business District Zoning District at 231 E. Carroll Street, Macomb, McDonough County, Illinois.

City Attorney Scalf will present for first reading. A copy of the ordinance is attached.

3. Consideration of an Ordinance to Authorize the Rezoning of a Parcell 11-300-950-05 in the City of Macomb, McDonough County, from RMH1-Residential Mobile Home to B-2 General Business.

4. Consideration of an Ordinance to Authorize the Issuance of a Special Use Permit to Allow Mini Warehousing and Storage Buildings in a B-2 General Business Zoning District at the location of Parcel Identification No. 11-300-950-05, Macomb, McDonough County, Illinois.

5. Consideration of an Ordinance Authorizing the Sale of Certain Person Property (Equipment and Vehicles) owned by the City of Macomb.

6. Consideration and Approval of a K-9 Unit Transfer Agreement for “Mac”.

Attached is a copy of the agreement. Final action is in order.

7. Consideration to authorize the final purchase of a parcel located at the corner of Ward and Grant Street for the use of a new Water Treatment Facility site from John and Christine Purdy in the amount of $219,780.00.

A memo from PW Director Ohrtmann is attached. This was discussed at PW Committee Thursday, February 1, 2024. Final action is in order.

8. Consideration to authorize to proceed with Option Alternative #7 (New Wells and 4 RO Units at Remote Plant-Abandon Existing Plant) for new Water Treatment Facility Plant Site.

9. Consideration to award bid for the Wastewater Treatment Plant Upgrades Phase 2-Construction Contract with Leander Construction in the amount of $2,599,000.00.

10. Consideration to approve Wastewater Treatment Plant Upgrades Phase 2-(DCEO Grant Project) Construction Services Agreement with Western Illinois Regional Council (WIRC) in the amount not to exceed $63,000.00.

11. Consideration to approve making application of Candy Lane RAISE Grant Application Assistance with Maurer-Stutz Engineers in the amount not to exceed $14,000.00.

12. Presentation from Wermer, Rogers, Doran & Ruzon, LLC on the audit for the City of Macomb’s fiscal year ending April 30, 2024.
