City of Waverly City Council met Jan. 2.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Campbell, Alderman Nagel, and Alderwoman Robinette. Absent were Alderman Gray and Alderman Smith.

2. Pledge of Allegiance

3. Comments from the Floor

Barry Austin requested that his property be added to the Waverly Lake Shoreline Stabilization project and he understands there is a cost involved. Mr. Austin will provide a confirmation letter to the City.

4. Approve Open Meeting Minutes from the December 06, 2023 Meeting

Alderman Nagel moved, second by Alderman to approve the minutes as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderwoman Robinette to approve all reports as presented. All present voted aye.

6. Pay December Bills Due in January 2024

Alderwoman Robinette moved, second by Alderman Nagel to pay the December bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Shirely Aleguas, representing American Legion Post #262, reported that the building project is moving forward and nearing completion, with a target of March 1, 2024. She did state that the Legion needed an additional $20,000 to complete the floor and asked if the City would consider a loan to the Legion. Mayor Duewer stated he did not believe that was something the City could do, but did state that he would ask the City Attorney.

8. Finance

Mayor Duewer will ask the City Attorney if it is permissible to place the money received as a part of a natural gas related lawsuit in a Certificate Deposit (CD).

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The process has begun, the Clerk will provide updates as they are received.

10. Police

Chief Johnson reported one major incident for the monthly involving a traffic stop that resulted in the apprehension of three suspects involved in multi-state thefts of ATM machines. Several law enforcement agencies were involved. The Waverly Holiday Tournament was peaceful (except for the games) and there were no problems needing police assistance.

11. Utilities, Streets and Alleys

Alderman Baines and John Lyons reported that there will be a public education/information event in the near future to alert citizens of the potential danger involving natural gas incidents.

12. Committee Reports

No reports.

13. Zoning

Mayor Duewer mentioned that the Zoning Committee is still in need of members. Any interested should contact City Hall.

14. Old Business

On-going discussion. Discussion and possible recommendation for a plan of action regarding the City of Waverly – Fire Protection District.

There will be a meeting on January 4th to discuss placement of the proposal on the primary ballot.

Alderman Campbell asked about the possibility of relocating the Welcome to Waverly sign on the east side of to wn to ensure better lighting and visibility. John Lyons will look into this matter.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

Alderman Nagel moved, second by Alderman Campbell to enter Executive Session at 7:28 pm. All present voted aye.

Alderman Nagel moved, second by Alderman Campbel to re-enter Open Session at 7:36 pm. All present voted aye.

16. New Business

Alderwoman Robinette moved, second by Alderman Nagel to keep Executive Session minutes closed. All present voted aye.

17. Adjourn

Alderwoman Robinette moved, second by Alderman Nagel to adjourn at 7:38 pm. All present voted aye.
