City of Dallas City Council met Feb. 28.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on February 28, 2024, at 5:30 p.m. In the absence of Mayor Kevin Six, Finance Commissioner Peggy Newberry called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Deana Ferrill, Anne Thompson, Gary Smith, and Josie Finch.

A motion was made by Olson, and 2nd by McDowell to accept the minutes of the February 14, 2024, meeting. McDowell, Newberry, and Olson AYE. Northup ABSTAIN. Six ABSENT.

Deana Ferrill informed the council that the Dallas City Community Easter Egg Hunt is going to be held on March 30, 2024. She asked the council if they would be willing to make a donation to help with the cost of this event. A motion was made by McDowell, and 2nd by Olson to donate $450 towards the Easter Egg Hunt. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

Police Chief Gary Smith reported that he recently met the new ESDA Coordinator, Jeff Totten. The motorcycle that the city has had in its possession from an impoundment has been released to salvage. He is still working out the bugs on the body cameras, but he hopes to have them up and going soon.

Commissioner Olson has spoken to someone at Huffman Fabrications in regards to the grate in the street at East Second Street and Elm Street. They are planning on sending someone over to take a look at it and see if they would be willing to give the city an estimate for a new grate.

Commissioner McDowell recently received a phone call from a lady who is doing a report regarding the water rates around the state. She is going to send her our current rates.

She also spoke to a gentleman regarding the removal of the sludge at the sewer lagoon.

Water shut offs for non-payment were done this week. She has agreed to allow a resident that was shut off to start making weekly payments until the bill is paid up.

Cindy Ritz is going to put river rock around the city hall/police building to help control the weeds. She has also suggested a few other ideas for the beautification of the outside area at city hall.

Josie Finch has spoken to the Ameren Illinois representative regarding the purchase of the property west of the boat dock parking lot. It appears everything has been done except the signing of the contract. A motion was made by McDowell, and 2nd by Olson to authorize Mayor Pro-Tem Peggy Newberry to sign the Contract of Sale between the City of Dallas City and Ameren Illinois for the ground that the city earlier agreed to purchase from Ameren Illinois. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

Discussed the old high school building. It has changed ownership again, and the city attorney has sent the new owner a letter explaining the danger that this building is presenting.

Discussed petitioning the Illinois Department of Transportation to lower the speed limit on Highway 9 and 96 along the Wetlands area since there is going to be a walking path built around this area.

Bids were opened for the mowing of the city cemetery this year. The following bids were received:

Dillon Benner $190 per mowing

Nicholas Hellyer $700 per mowing

Noah Gittings $700 per mowing

LaBonte's Lawn Care $600 per mowing

It was decided to table these bids until the next meeting.

Bids were opened for the Miller welder. The following bid was received:

Anthony Markey $309

A motion was made by Olson, and 2nd by Northup to accept Anthony Markey's bid of $309 for the Miller welder. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

Bids were opened for the 1991 Ford F250 flatbed pickup. The following bids were received:

Don Rhodes $410

Kerry Heisel $515

A motion was made by McDowell, and 2nd by Olson to accept Kerry Heisel's bid of $515 for the 1991 Ford F250 flatbed pickup. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.

The meeting was adjourned at 6:08 p.m.
