City of Waverly City Council met March 5.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayr Duewer called the meeting to order at 7:00 pm. Present were: Alderman Baines, Alderman Campbell and Alderman Nagel. Absent were Alderwoman Robinette and Alderman Smith.

2. Pledge of Allegiance

3. Comments from the Floor

Mackenzie Stewart had provided information regarding the 2024Community Easter Egg Hunt and Morgan/Scott/Cass Crimestoppers. Alderman Nagel moved, second by Alderman Campbell to approve a donation of $500.00 to each organization. All present voted aye.

4. Approve Open Meeting Minutes from the February 06, 2024 Regular Meeting

Alderman Campbell moved, second by Alderman Baines to approved the minutes as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Baines to approved all reports as presented. All present voted aye.

6. Pay February Bills Due in March 2024

Alderman Nagel moved, second by Alderman Baines to pay all February bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Alderman Campbell moved, second by Alderman Nagel to appoint Jared Lyons as Alderman for Ward 1. All present voted aye. Mayor Duewer swore in newly appointed Alderman Lyons. Additionally, Alderman Baines was appointed Mayor Pro-Tem, no vote necessary.

Discussion regarding a Permit and Ordinance addressing Standards for Construction on City Facilities of the Rights-of-Way resulted in the setting of a meting of the Utility Committee on March 11, 2024, to finalize the Permit Application and Ordinance. Additionally, a Special Meeting of the Council will be held on March 18, 2024 to vote on the Permit Application and Ordinance.

8. Finance

No report.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023. The City of Waverly was NOT awarded the OSLAD grant for this year (2024)

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The process has begun, the Clerk will provide updates as they are received. The project is moving forward.

10. Police

Chief Johnson monthly reports contained no unusual incidents or reports.

Discussion and possible approval of hiring a Police Officer. This item will be discussed further at the April Council meeting.

11. Utilities, Streets and Alleys

No reports.

12. Committee Reports

The Utility Committee met on 02/29/24 and the issue discussed was the Right-of-Way Permit Application and Ordinance.

13. Zoning

Discussion of the Zoning Committee proposal on Building Permits will remain as an on-going discussion item.

14. Old Business

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

16. New Business

Alderman Nagel moved, second by Alderman Lyons to approve Saturday, May 18 as the Spring City Wide Clean-Up Day for the hours 9:00 am – 12:00 pm. All present voted aye.

Alderman Campbell moved, second by Alderman Lyons to begin the process to hire Summer Help for 2024. Three Alderman voted aye, with one member voting nay.

Alderman Campbell moved, second by Alderman Baines to hire Estes, Bridgewater & Ogden for the annual, audit. All present voted aye.

17. Adjourn

Alderman Nagel moved, second by Alderman Campbell to adjourn at 8:10 pm. All present voted aye.
