City of Dallas City Council met March 13.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on March 13, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Charles Harper, Tracy Markey, Doug Erickson, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the February 28, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Charles Harper discussed East Fifth Street north of his property. He presented the council with a copy of a survey that his neighbor to the north had done and recorded at the courthhouse in 1999. This survey shows the neighbors southern property line being in the middle of East Fifth Street. However, this portion of East Fifth Street has never been vacated. Mr. Harper made a formal request that the council have the city attorney contact his neighbor and take whatever legal actions are necessary to get the neighbor to change his deed so that it does not include the portion of East Fifth Street that has never been vacated by the city. The city attorney will be contacted.

Tracy Markey reported that a pressure reducing valve needs replaced in a lift station.

Doug Erickson discussed the lead service line inventory. It appears to be coming along well. He is working on getting the report done that is due on the 15th. He also reported that the Village of Lomax's engineer has contacted him. The village is looking into installing a sewer system. They asked if the city would consider allowing the village to pump their sewage into our sewer lagoon for a fee. This will be discussed more at a later date.

Police Chief Gary Smith gave his report for the month of February. He has ordered new federal and state flags for the city hall flagpole. He is going to be attempting to complete the body worn camera installation with Motorola on March 15.

Commissioner Olson reported that he has spoken to someone from Huffman Fabrications in regards to the grate in the street at East Second Street and Elm Street. They have been very busy, but are going to try and come over within the next two weeks to look at it.

The city's streets engineer, Mayor Six, and Street Commissioner Olson are going to be driving the streets next week to see which ones need to be addressed this summer.

Mayor Six has contacted Dillon Benner, who bid $190 per mowing of the city cemetery, to make sure that he was bidding on the correct cemetery. Mr. Benner informed Mayor Six that he was bidding on the correct cemetery. A motion was made by Newberry, and 2nd by Olson to accept the bid of Dillon Benner for the mowing of the city cemetery for $190 per mowing. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the city's backhoe. The bushings in the hydraulic cylinders of the backhoe's lift are leaking. An estimate has been received of $1400 to rebuild the cylinders and $1500 for new ones. If they are rebuilt, the backhoe would not be available for use for 2 or 3 weeks. It was decided to table this and

discuss it more at the next meeting.

Chief Smith reported that the police department's desktop computer has quit working. He has gotten an estimate from Access Systems for a new computer. The cost for a new Lenovo ThinkCentre Desktop computer is $1,602.19, and includes installation and a 3 year manufacturer warranty. A motion was made by Northup, and 2nd by Olson to purchase the desktop computer from Access Systems for $1,602.19. McDowell, Newberry, Northup, Olson, and Six AYE.

Due to the fact that the 2023 Motor Fuel Tax actual expenses exceeded the originally approved amount of the Motor Fuel Tax Resolution, a supplemental resolution has to be done. A motion was made by Olson, and 2nd by McDowell to pass a Motor Fuel Tax Supplemental Resolution in the amount of $6,100 for the 2023 calendar year. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed streets that need to be addressed this year.

A motion was made by McDowell, and 2nd by Newberry to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:27 p.m.
