City of Macomb Committee of the Whole met April 29.

Here is the agenda provided by the committee:

MEETING CALLED TO ORDER

ROLL CALL

PUBLIC COMMENTS – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

1. Discussion on an Ordinance Authorizing the Sale of Certain Personal Property (Equipment and Vehicles) Owned by the City of Macomb.

This ordinance had first read at the April 15, 2024 Council Meeting. Discussion is planned.

2. Discussion on an Ordinance to Allow Large Scale Solar Energy for applicant Leatherneck Solar, LLC, located at North 1150th Road.

This ordinance had first read at the April 15, 2024 Council Meeting. Discussion is planned.

3. Discussion on Economic Development Agreement between the City of Macomb and MAEDCO. A copy of the agreement is attached. Discussion is planned.

4. Discussion on Making Application to ILETSB for Recruitment and Retention Grant. A memo from Police Chief Hamer is attached. Discussion is planned.

5. Discussion on Public Transportation Department Employee Changes.

This was discussed at Public Transportation Committee. A memo from Transportation Director Miranda Lambert is attached.

6. Other Business.

Executive Session

To consider information relative to:

a) Appointment, employment, compensation, discipline, performance, or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2(c)(1) of the Open Meetings Act.

b) Collective Bargaining matters between the public body and its employees or representatives, or deliberations concerning salary schedules for one or more classes of employees, pursuant to Sec. 2(c)(2) of the Open Meetings Act.

c) The purchase or lease of real property for the use of the public body, pursuant to Sec. 2(c)(5) of the Open Meetings Act.

d) The setting of a price for sale or lease of property owned by the public body, pursuant to Sec. 2(c)(6) of the Open Meetings Act.

e) Pending or probable litigation, pursuant to Sec. 2(c)(11) of the Open Meetings Act.

ECONOMIC DEVELOPMENT AGREEMENT

This agreement is entered into by and between the City of Macomb, McDonough County, Illinois, a municipal corporation (hereinafter "City") and the Macomb Area Economic Development Corporation (hereinafter "MAEDCO") to document an agreement by the City and MAEDCO to work together to increase development and employment in the Macomb, Illinois area.

1. The City and MAEDCO have had a long-standing partnership to increase development and employment in the Macomb, Illinois area by bringing new companies to Macomb and encouraging existing companies to expand.

2. MAEDCO has recently contracted to purchase property located Block 13 of the Original Town, as described in the attached Exhibit A, hereinafter referred to as “property.” The property is in a location anticipated to generate development. MAEDCO will market the property to businesses that will generate additional tax revenue to the City as well as provide local and regional jobs for our community.

3. The City currently contributes $50,000 annually to MAEDCO, to help MAEDCO meet its operational expenses.

4. To further assist MAEDCO with the expenses that MAEDCO has incurred related to the purchase of the property, which is intended to promote economic growth in the Macomb area, the City agrees to contribute an additional sum $150,000, plus any incidental or closing costs related to the purchase of the property by MAEDCO (referred to herein as “total sum”). The total sum shall be paid in equal annual installments over the next four (4) years commencing May 15, 2024, and on or before May 15th of each year thereafter until paid in full, or otherwise terminated as provided herein. The additional annual payment shall be in the minimum amount of $37,500.00.

5. If MAEDCO shall sell the property prior to the payment of the total sum as provided in Paragraph 4, the annual payments shall cease. Any sale of the property, and terms thereof, shall be with the express consent of the City of Macomb to ensure the goals of economic development and job creation are met with the sale to the proposed buyer.

6. Upon the completed sale of the property, the City shall receive a return of all additional payments made, referred to in Paragraph 4, from the net proceeds from the sale of the property, if such proceeds allow. Any proceeds exceeding the City’s annual payments shall be divided equally between the City of Macomb and MAEDCO unless otherwise agreed in writing.
