McDonough County Board Road & Bridge Committee met April 4.

Here are the minutes provided by the committee:

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, April 4, 2024 at 7:00 P.M. The Meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members present included Chair Dave Cortelyou, Vice Chair Craig Foster, Eric Chapman, Mike Cox, George Dixon, Travis Hiel, and Jerry Raby. Member Jarad Royer was absent. Other persons in attendance: Dave Cadwalader, Patrick Stout, County Engineer Megan Crook, County Chair Scott Schwerer, and County Board Secretary Sara Kluthe.

Chair Dave Cortelyou called the meeting to order at 7:00 P.M.

Review Minutes from March 7, 2024

Member Foster moved with a second by Member Dixon to approve the minutes with a correction. Motion carried on a voice vote.

Authorize County Engineer to Enter Contracts with the State of Illinois (Specifically for Rock Salt Purchases) Member Foster moved with a second by Member Chapman to Authorize the County Engineer to Enter Contracts with the State of Illinois (specifically for rock salt purchases). Motion carried with a voice vote.

Approve Maurer-Stutz Agreement for Additional Services for Bergen Road Bridge - $3,285.00 Member Hiel moved with a second by Member Raby to approve the Maurer-Stutz Agreement for Additional Services for the Bergen Road Bridge for $3,285.00. Motion carried on a voice vote.

Discuss 24 Pavement Preservation – Ask to Award Contract at May Road & Bridge Meeting Advertisement for bidding started today and will run for 21 days, the bids will be opened on April 26th. Crook requested that at the full Board meeting on April 17th that the Road & Bridge Committee be granted authority to accept a bid at the May 2nd Road & Bridge meeting.

Approve the Resolution for Request for County Aid to Bridge Funds for Project No. 2330-113 Member Hiel moved with a second by Member Foster to approve the Resolution for Request for County Aid to Bridge Funds for Project No. 2330-113. Motion carried on a voice vote.

Discuss New Tandem Purchase

A discussion was held regarding the purchase of two new tandems. Engineer Crook received an estimate from Quincy Mac, it would be $296,000.00 per truck, they would be 2026 models but they would receive them in 2025. Crook informed the Committee that she has about $630,000.00 in her equipment fund and that there is approximately $250,000.00 put in that fund every year.

Prairie City Township RR Crossing Improvements

Crook informed the Committee that the Railroad and Illinois Commerce Commission (ICC) received a grant to repair the crossing on 2200North Road near Prairie City, there is also funding so that the road can be improved. The Highway Department will have to do the work on the road but the grant will pay for it.

Claims

Member Foster moved with a second by Member Dixon to approve the claims submitted. Motion carried on a voice vote.

Other Business

Crook informed the Committee that the ad for Starr Bridge is complete and they did not receive any comments on it. A discussion was held regarding a letter that Member Foster received regarding a rural road, Engineer Crook had received the same letter and she has responded to the letter.

County Chair Comments

County Chair Schwerer complimented the Highway Department for the work they completed in Hire Township.

Member Hiel moved with a second by Member Foster to adjourn the meeting at 7:33 p.m. Motion carried on a voice vote.
