City of Dallas City Council met April 24.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on April 24, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell was absent.

Others attending the meeting were Anne Thompson, Tracy Markey, Gary Smith, and Josie Finch.

A motion was made by Olson, and 2nd by Newberry to accept the minutes of the April 10, 2024, meeting. Newberry, Olson, and Six AYE. Northup ABSTAIN. McDowell ABSENT.

Tracy Markey reported that the pressure reducing valve for the lift station arrived today. He will get it installed in the next few days. The Illinois Rural Water Association has sampled the lagoon for sludge. They will work on getting a report done and a proposal for what needs to be done.

Anne Thompson asked about the old high school. The city attorney reported that she has not heard back yet from the current owners. She has drafted up a complaint for the city to file if the council wants to proceed with it.

Police Chief Gary Smith discussed the process that the police department is going to start using regarding ordinance violations. The police department will first issue a written notice to the violator, then a final written notice if the violation has not been taken care, and finally, a citation will be issued if the violator still has not resolved the issue. The department will keep a tracking sheet that shows all of the information regarding the violation, including the dates that notices were sent, citations were issued, etc.

Commissioner Olson still hasn't heard anything from Huffman Welding regarding the grate at East Second Street and Elm Street. He has contacted someone else who can do the work. He is working on getting an estimate made up for the city.

Commissioner Northup reported that a resident in town has contacted him regarding the city's sidewalk policy. He informed the resident that the city will pay for the concrete and the resident pays for the labor. He also informed the resident to contact the city's maintenance employee so that he can measure the area of the sidewalk so the city has an estimate as to how much concrete it is going to require.

Discussed a truck that has been parking in a city alley and blocking it so that traffic can't use the alley.

Discussed the fencing around the old Hagy's building. It appears that it needs to be replaced. This will be done.

Mayor Six reported on a county mayor's meeting that he attended regarding the dog situation.

Discussed possibly allowing the Village of Pontoosuc to run a sewer line to the lagoon if they are able to get a grant to install sewer lines in the village. The city would be compensated for the sewage that enters the lagoon.

The paperwork for the purchasing of the ground west of the boat dock parking lot from Ameren is being completed by the attorney and should be done soon.

Discussed the old Hagy's building.

Discussed the vehicles that are parked along the street at a local business.

Discussed making zoning in town. Mayor Six is going to contact the Illinois Municipal League to get more information on this and see if they could send a representative to a future meeting to discuss this with the council.

Discussed the 2024 Motor Fuel Tax Resolution. The engineer has estimated the cost to oil and chip the proposed streets and suggests that the council approve a resolution in the amount of $45,300. A motion was made by Northup, and 2nd by Olson to approve the 2024 Motor Fuel Tax Resolution for $45,300. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

The meeting was adjourned at 6:24 p.m.
