City of Dallas City Council met May 8.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on May 8, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Doris Harman, and Gary Smith.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the April 24, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed a vacant property that has several items in the yard that need to be removed.

Police Chief Gary Smith gave his report for the month of April 2024. He mailed 11 ordinance letters to property owners for tall grass and trash. Two of these were returned as “Undeliverable”. He will check at the courthouse to see what name and address the property taxes are sent to. He recently did a presentation for the 7th and 8th grade classes at the Dallas City Grade School on “Huffing”. This week he will be attending the grade school's Safety Committee Meeting and the Grade School Olympics. He attended the Hancock County Chief's Meeting last week at the State's Attorney's Office. He has purchased two pairs of uniform pants to replace two worn out pairs. He has also purchased a new uniform outer vest carrier that will be considered to be part of his annual equipment allowance.

It was reported that the fencing around the old Hagy's building has been replaced. Discussed the cemetery mowing. It appears that it is not being trimmed every time.

Mayor Six reported that he recently received a phone call from the new owner of the old high school property regarding a letter that he received. The new owner did not realize what kind of shape the property is in and is planning on coming to town this weekend to take a look at it.

Discussed the grate at East Second Street and Elm Street. Havel Welding & Fabrication of Blandinsville has quoted a price of $3,000 for 33” wide X 13' long grate using 3/8” steel for added durability. Brandan Beach has quoted a price of $800-$1,000 to do a 6” concrete ledge around the outer perimeter to add support for the grate. Due to the possible weight of a garbage truck, it was decided to contact Havel's and get an additional estimate to use 1/2” or 5/8” steel. This will be discussed more at the next meeting.

Discussed the situation that Charles Harper discussed at the March 13, 2024, council meeting. The city attorney will be contacted so that she can possibly answer some questions at the next meeting she attends.

Chief Smith requested that his ballistic vest be replaced. His current one has been used for 7 years, and it is recommended that a ballistic vest be replaced after 5 years of service. He will check on the price of a new vest and discuss it more at the next meeting.

The Dallas City American Legion Post has requested permission from the city to use the City Hall building to store their ceremony rifles. They will purchase a gun cabinet that will be locked and maintain the key and access to the guns.

The city council is willing to grant the Dallas City American Legion Post permission to store their ceremony rifles in a lockable gun cabinet, that they will purchase, at the City Hall building. The key to the gun cabinet and access to the guns will be maintained by the Dallas City American Legion Post. The council would also like to offer the Dallas City American Legion Post a place on city property for them to park their trailer on.

It was reported that the paperwork has been completed and the deed was recorded today transferring the property on the south side of East Fourth Street from the Dallas City Community School District to the City of Dallas City.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
